Industrial relations and climate change: Reflections on the way forward and a future research agenda
Industrial relations (IR) research has been slow to address the implications of climate change for the world of work, even though it impacts the entire IR system with its diverse actors, structures and contexts, realigning power relations and possibly reinforcing existing inequalities. The article thus makes an argument for more relational and contextualised research on climate change and IR. Based on a review of the relevant literature, this con…
Framing the just transition: How international trade unions engage with UN climate negotiations
This article discusses international trade unions’ engagement with climate change. Using a qualitative methodology based on an analysis of interviews and archive documents, the article investigates the factors shaping the climate policies of the international union movement. It finds that these policies have been framed at the nexus of unions’ internal politics, coalition strategies and the institutional environment of the UNFCCC process. As a re…
Heart of steel: How trade unions lobby the European Union over emissions trading
This contribution aims to provide a better understanding of trade unions’ engagement with climate change policies. It analyses the interactions between intra- and interorganizational bargaining, taking steel trade unions’ engagement with the 2018 revision of the EU Emissions Trading System (EU ETS) as a case study. The contribution finds that interorganizational bargaining with employers’ organizations strongly influenced the formulation of trade…
Cross-border labour markets and the role of trade unions in representing migrant workers’ interests
New patterns of labour migration are reshaping labour markets and raising new challenges for labour market actors, especially trade unions. This article critically discusses unionization strategies targeting migrant workers and the political and organizational dilemmas involved, taking as an example the case of Luxembourg, a founding member of the European Union with a highly internationalized labour market. Relying on qualitative research and su…
Degrees of Inclusion: Free Movement of Labour and the Unionization of Migrant Workers in the European Union
This article discusses the shifting boundaries of inclusion and exclusion of migrant workers in trade unions. Drawing on the example of Luxembourg, an EU Member State with a long history of international migrations, the article examines the relationship between free movement of labour and the unionization of migrant workers before analysing the degree to which migrant workers’ access to social rights is accompanied by their access to effective de…
The Borders of Solidarity? Trade Unions, Social Entitlements and Regional Integration
This article explores the effects of borders on the making of trade union policies and on their capacity to act. It takes as an entry-point the reform of Luxembourg's system of family allowances and financial support for students in 2010, which redefined the group of beneficiaries and partly excluded cross-border workers from neighbouring countries. This led to heated debates in Luxembourg and in the Greater Region (comprising Luxembourg, Saarlan…
