Knowing your CJEF from your JEF
This paper examines four of Europe’s more marginal military institutions that receive less attention: the Franco-British Combined Joint Expeditionary Force (CJEF); the French led European Intervention Initiative (EI2); the British led Joint Expeditionary Force (JEF); and the Polish, Lithuanian and Ukrainian joint brigade (LITPOLUKRBRIG). These are described here as “interstitial” because they exist in the niches between both the main multilateral…
The coming high-tech Sino-American War at Sea? Naval Guns, Technology hybridity and the “Shock of the Old”
In an era of cyber threats, drones and artificial intelligence, will the future of inter-state warfare at sea inevitably be high tech? This paper challenges assumptions about the ubiquity and importance of high technology in any future naval clash between China and America. While taken as a given that the most advanced weapons and platforms will be vital to such a conflict, both navies also employ legacy weapons and older technologies. A case stu…

Ecological modernisation of a ‘Cinderella renewable’? The emerging politics of global ocean energy
Ideologies, instruments and institutions that promote ocean energies (OE), a marine renewable including wave and tidal devices technologies, are examined within an ecological modernisation (EM) perspective. EM type arguments provide ideological justification for OE projects, but are vulnerable to environmental and cost critiques. Already, large tidal barrage projects have faced opposition from environmentalists, even though they offer significant…
Cost effectiveness of a community based research project to help women quit smoking
The cost effectiveness ratios of this research project are economically attractive, and are comparable with other smoking cessation interventions for women. These observations should encourage further research and dissemination of community based interventions to reduce smoking
Much Talk But Little Action? 'New' Environmental Policy Instruments in Ireland
Sliding Scale of Support
Public and social housing providers in many countries around the world are trying to solve the problem of how to construct and maintain quality affordable housing at the lowest cost to both the government and tenants. As might be expected, each country has found its own solution to these issues, leading to a sliding scale in the degree of support that different governments give to their housing providers. This study examines developments in the U…

A mass media programme to prevent smoking among adolescents
Estimates of the cost-effectiveness ratios of this mass media campaign in preventing the onset of smoking showed it to be economically attractive and to compare favourably with other preventive and therapeutic strategies
Mass media and school interventions for cigarette smoking prevention
The long-term cigarette smoking prevention effects of mass media and school interventions were assessed. Adolescents in two communities received both mass media and school interventions; those in two matching communities received only school interventions. Surveys of 5458 students were conducted at baseline in grades 4 through 6 and 2 years after the 4-year interventions were completed, when students were in grades 10 through 12. Students exposed…
Prevention of cigarette smoking through mass media intervention and school programs
OBJECTIVES. In this study we tested the ability of mass media interventions to enhance the efficacy of school cigarette smoking prevention programs. METHODS. For 4 years, students in one pair of communities received media interventions and school programs that had common educational objectives. Students in a matched pair of communities received only the school programs. The combined cohort of 5458 students was surveyed at baseline in grades 4, 5,…
Preventing alcohol-impaired driving through community self-regulation training
A community education program was designed to train the individual drinker to self-regulate his or her blood-alcohol concentration (BAC) below a level of impairment (.05 g/dl or 11 mmol/L). Drink calculators (cardboard wheels and wallet cards) were disseminated to customers of bars and licensed beverage outlets; bartenders and counter clerks were trained to demonstrate use of the calculators and demonstrations were presented in television spots. …
Smoking Cessation Practices in Dental Offices
We have surveyed the health promotion efforts of dentists and dental hygienists in general dental practice in Chittenden County, Vermont, in relation to smoking. The response rate was 61 percent. Smoking issues were addressed by 76 percent of dentists and 81 percent of dental hygienists in approximately one quarter of their smoking patients. Although the majority of both dentists and dental hygienists advised their patients to change their smokin…
