Between “Hobby Outwork” and the Reality of Outworkers
高度成長期の大都市圏においては,豊かな物質生活のためになされる余暇を活用した内職が登場してきたという認識が,「レジャー内職」という言葉で表現された。神奈川県の内職行政関係者は,「レジャー内職」が含意するような変化が起こりつつあると認識していた。内職者の経済的切迫性が薄らいでいることは,内職斡旋事業利用者の属性からも見て取れるが,20~40歳台の低学歴女性が利用者の中心を占めていることや,勤労者世帯一般と比べて内職者世帯の所得が低く,内職斡旋事業利用者の世帯所得が特に低いことは変わらなかった。本稿の後半では,非表象理論を援用して内職斡旋事業利用者の体験記を読み解く。情動や感情,身体性,物質性,関係性に着目して体験記を読み解くことによって,「内職する身体」の存在が配偶者や子供との間に新しい相互作用を生み出し,新たな家族関係が生成してくることが明らかになった。内職体験記の寄稿者の内職は余暇活用という意味での「レジャー内職」ではなかったが,彼女たちには得られた工賃を消費する裁量があった。内職者に…

本稿は,1980年頃の神奈川県を中心とする内職行政の展開と内職者の実像を,アーカイブ資料に依拠して描き出した。戦後の内職行政は,自治体が求職者と委託業者を仲介して悪質な業者を排除する斡旋事業を中心とし,併せて技術講習や内職者のグループ化による就労条件の向上が図られた。しかし,内職の構造的な不安定性や低賃金を是正するものではなかった。趣味的に内職に従事する女性が一定数いたため,就労条件の悪い手芸的内職がむしろ残存する矛盾した状況があった。後半では,求職者288人分の相談票を活用して,1980年頃の川崎市南部における内職者の属性や斡旋事業の実態,求職者と相談員の関係性を明らかにした。求職者の多くは,団塊の世代前後の低所得世帯の女性であり,相対的に高工賃の洋裁や金属・機械器具加工の仕事に従事した例が多い。相談員は求職者の希望職種や個別事情を十分に考慮して,親身に相談に乗っており,斡旋後も内職者と頻繁に連絡を取っていた。しかし,低工賃と仕事の不安定性という内職の本質的問題に加え,作業の難しさ,家…
