States, Migrants, and the Challenge of International Human Smuggling and Trafficking in the Horn of Africa
Countering the smuggling and trafficking of persons from the Horn of Africa to Western Europe and preventing the ensuing violations of the human rights of migrants has long been a challenge for states and international organizations. Focusing on the roles human smugglers, traffickers, and states play in smuggling and trafficking in persons, the study explains the persistence of smuggling and trafficking in terms of the following variables: (1) hi…
Conflict and the Refugee Experience
One of the most serious threats to peace, security and the sovereignty of nations in the post-Cold War era is population migration. A particularly volatile form of this threat is the global refugee problem and nowhere is this issue more severe than in Africa. This book offers a comprehensive analysis of refugee experience in the Horn of Africa. It includes an examination of the dynamics of flight from the country of origin, settlement in exile an…

United Nations Peace Missions in Africa
The author examines the trajectory that United Nations (UN) peace operations in Africa have taken over the past 10 years and provides an answer to the following interrelated questions: Why have UN peace missions in Africa dramatically grown in frequency and scope in the past 10 years, when Africa has become increasingly peaceful, and which variables have been critical to this dramatic growth? The author (a) empirically demonstrates the quantitati…
States, international organisations and the refugee
This article explores the complexity of managing refugee issues, particularly refugee repatriations, taking the Horn of Africa as a case. I argue that refugee repatriation endeavours are complex because their success depends on at least four actors, each with different - indeed often conflicting - interests. I examine the proposition that as the number of actors involved in a given issue area increases so does the likelihood of less-than-successf…
The politics of cultural pluralism in Ethiopia and Eritrea
Theoretical discourse on nationalism and ethnicity has crystallized around three schools of thought: primordialism, instrumentalism and constructivism. I take an instrumentalist approach to examine the processes that shaped the drafting of the new constitutions of Ethiopia and Eritrea, with particular focus on the role of élites in group identity definition, formation and mobilization. I argue that despite their similar ethnic and religious segme…
Political Violence and the Uprooted in the Horn of Africa
General population movements, particularly migrations, are usually explained in terms of push and pull factors influencing individuals to leave their habitual residence and settle elsewhere. The push factor provides the migrant with the causal motivations to leave the old country, whereas the pull factor deals with the reasons to settle in a particular country (Kunz, 1973). The pushpull model, primarily developed for migration studies, relies mai…
Linking Political Violence and Refugee Situations in the Horn of Africa
The author attempts to quantitatively investigate and explain possible relationships between patterns of political violence and refugee formations, identifying political violence variables which contribute most to refugee movements in the Horn of Africa. Particular attention is given to the extent to which refugee movements were influenced by domestic and international political violence patterns; which of the violence variables was more importan…
