  • Institutional Influences on the Integration of Multilevel Governance and Spatial Policy in European City-Regions

    Open Access•Willem Salet, Andy Thornley•ARTICLE•Journal of Planning Education and…•2007•Cited by: 9•References: 1

Spatial policies for the city-regions of Europe have to be formulated in increasingly complex conditions. These conditions are outlined in the first part of the article. It is argued that the key for a successful policy response is in the organization of connectivity between the domains of the private sector, the internal regional policies, and the transregional policies. However, city-regions exist within different institutional settings, and or…

  • Business Privilege and the Strategic Planning Agenda of the Greater London Authority

    Open Access•Andy Thornley, Yvonne Rydin et al.•ARTICLE•Urban Studies•2005•Cited by: 7•References: 21

The establishment of the Greater London Authority (GLA) in 2000 brought a new form of politics to London and new powers to formulate strategic policy. Through an investigation of the access of business interests in the formulation of London's strategic agenda, this article illuminates one aspect of the pressures on city government. It uses the urban regime approach as a framework for analysing the co-operation between the Mayor and business inter…

  • Shifts in Tokyo's World City Status and the Urban Planning Response

    Open Access•Asato Saito, Andy Thornley•ARTICLE•Urban Studies•2003•Cited by: 12•References: 21

The position of a city in any hierarchy of world importance is not a static phenomenon. This paper takes the example of Tokyo and explores its interaction with the dramatic economic and political events in Japan over the past 20 years. Although Tokyo is widely regarded as one of the top three 'world cities', the argument is supported that it retained many national characteristics, partly based on its location in a 'developmental state'. As nation…

  • The Greater London Authority: Problems of Strategy Integration

Karen West, Kath Scanlon et al.•ARTICLE•Policy & Politics•2003•Cited by: 5

English The Act that established the Greater London Authority (GLA) incorporated many of New Labour’s aspirations for modern governance. Among those aspirations was the notion of policy integration, or ‘joining up’. The Mayor of Greater London was required to develop a number of strategies, broadly in the planning and environmental policy domains, and to ensure that those strategies meshed into a coherent overall strategy for promoting London’s e…

  • Is Thatcherism Dead? The Impact of Political Ideology on British Planning

    Open Access•Andy Thornley•ARTICLE•Journal of Planning Education and…•1999•Cited by: 1•References: 4

During the 1980s planning in Britain was conditioned by Thatcherism. I explore whether the ideological influence continued into the 1990s, after Thatcher's 1990 resignation. The case for a significant change rests upon three dimensions—a greater stress on environmental issues, the resurrection of the development plan and new participatory forms of urban policy. I also explore a case study of London and discuss the implications of the “New Labour”…

  • Fragmentation and Centralisation in the Governance of London: Influencing the Urban Policy and Planning Agenda

    Open Access•Peter Newman, Andy Thornley•ARTICLE•Urban Studies•1997•Cited by: 6•References: 10

The government of London has fragmented. Numerous quangos have taken over urban policy and planning roles. Recently further bodies have arisen in response to the government's urban expenditure competitions. This fragmentation has been accompanied by increasing centralisation, achieved through institutional reforms, central government appointments and financial controls. Government also encouraged a considerable role for the private sector. Whilst…

  • Euralille: 'Boosterism' At the Centre of Europe

    Open Access•Peter Newman, Andy Thornley•ARTICLE•European Urban and Regional Studies•1995•Cited by: 6•References: 4

This article is concerned with how far largely US- based literature about pro-growth politics can be applied in European circumstances. It does this by examining the political context for the development of the Euralille project. Changing transport networks have given Lille a new centrality in Europe. Local elites have sought to capitalize on new transport investment by promoting a large commercial property development around the new TGV inter ch…

  • Sofia: Building the foundations for a market‐oriented planning system in Bulgaria

    Andy Thornley•ARTICLE•Planning Practice and Research•1993

Planning is highly conditioned by the relationships between the market, state and politics. This becomes particularly clear in looking at the changes taking place in the countries of the former Communist block as they attempt to establish a new set of relationships. The old power structures have been dislodged and old laws discarded. This paper examines the situation in Bulgaria and explores the preconditions for setting up a new planning system …
