    Sacramento’s Old City contains the CBD of a metropolitan area of 1.5 million people and adjacent residential neighborhoods housing 32,000 people. This essay reviews the evolving social character of the Old City, which has been the subject of substantial preservation efforts since 1960.     Neighborhoods throughout the Sacramento, California, metropolitan area did not receive equal amounts of mortgage loans during 1976. Mortgage lending by banks and savings and loan associations varies with the social status, ethnicity, and age of neighborhoods. Individual lenders differ greatly in their activity in minority areas. The pattern of lending offices does not strongly influence lending patterns
