The role of consultants in city rebuilding
This paper investigates the use of consultants to perform fundamental planning tasks through a case study of the Melbourne Suburban Rail Loop (SRL). Initially promoted to provide cross-city travel, the project is a central component of a government plan to re-construct the city under a polycentric model. The SRL project draws from, and reinforces, a planning system progressively applying a radical model of neoliberal governance. SRL transport and…
Developer-Led Bus Services in Greenfield Areas – Characteristics and Opportunities
Residents in new greenfield suburbs on the urban fringe often experience long delays in public transport provision leading to some developers choosing to fund and coordinate bus services themselves. This article reports on an investigation into this trend in Australia which uncovered ten such services which mostly offered direct connection to the nearest train station during peak periods. These were provided to improve the attractiveness and amen…
Planning Practice and Academic Research
Despite their different roles, academic and professional planners share many common goals. Both are concerned with the future of cities, and committed to goals of sustainability, equity and prosperity. Many academics hope to contribute knowledge that will influence practice and many practitioners wish to draw upon current research to promulgate best practice. Yet while this symbiotic relationship may appear clear in principle, in practice the two…
Neoliberal Film and Feminism
This essay looks at two recent films – Rick Rosenthal's 2013 Drones and Ana Lily Amirpour's 2014 A Girl Walks Home Alone at Night – to discuss the intersections between feminism and neoliberalism. It argues neoliberalism promotes images of feminist-influenced independent women in order to advance its ideologies of resilience and public-sector critique as well as to make sense of its policies of privatization, technological expansion, and cuts in …
Dealing with Conflict in Local Planning
Planners routinely deal with issues involving conflict, regularly engaging with people who may be upset, angry and at times aggressive. Yet planners are not conflict resolution specialists and their role is not necessarily to act as mediator. The level of conflict they experience can be stressful and challenging. This paper reports on interviews conducted with local government planners in Melbourne, Australia, in which they discuss their experien…
Introduction to Special Issue
The six papers in this special issue describe a deep schism in the relationships between research, teaching and practice, with a focus on Australia. There are many reasons why translating urban research and pedagogy into practice has increased in importance in recent years. This introduction provides three negative factors—decreasing funding, relevance and voice—and two more positive factors—the rise of the ‘pracademic’ and increasing social medi…
Privatising the suburbs
Master planned estates have been the subject of considerable academic interest since the publication of Blakely and Snyder's () typology. The growing provision of private assets, facilities, and infrastructure in such estates has been documented and discussed. However, the extent of this form of residential estate in Australia has yet to be systematically documented. This paper seeks to contribute to knowledge in this field by reference to findin…
Privatised Communities
This paper contributes to the growing body of work on master planned estates in Australia by addressing the issue of the privatisation of assets and facilities, which in more conventional residential developments are in the public realm, owned and managed by local councils or other public bodies. The paper addresses the trend to place assets presented as lifestyle features, such as community and recreational facilities, open space or landscaping …
