AI for democratic participation? Citizens’ perceptions of problems in online participation processes and AI-based solutions
This study investigates citizens’ perceptions of problems in online citizen participation (OCP) and their views on the potential of artificial intelligence (AI) to address them. Based on a nationwide survey in Germany (n = 484), we identified six categories of perceived problems, including lack of binding consequences, issues related to the usability and functionality of OCP platforms, and deficits in tolerance and civility. Participants consider…
Voting Advice Applications
Voting advice applications (VAAs) are widely used digital tools that match voters’ policy preferences with party or candidate positions. Since their emergence in the 1980s and rapid expansion alongside internet dissemination, VAAs have spread to more than 80 countries and generated growing academic interest. This thematic issue advances the field by analysing behavioural effects, user diversity, design innovations, including AI-driven conversatio…
Low Education, Low Impact? The Effects of Voting Advice Applications on an Underexposed Segment of Users
Voting Advice Applications (VAAs) play a crucial role in the democratic pre-election period, positively affecting political interest, voter participation, and political knowledge. A number of studies show that they are predominantly used by people with formal higher education levels and a high level of political interest. This article takes this as a starting point to examine the mechanisms that lead individuals to feel motivated to participate i…

Many losers – One winner? An examination of vote switching to the AfD in the 2017 German federal election using VAA data
The German federal election of 2017 saw significant losses for the two German mainstream parties (Volksparteien) and governing coalition partners, the Christian Democrats (CDU/CSU) and the Social Democrats (SPD). The major beneficiary was the Alternative for Germany (AfD), a right-populist party, which almost tripled its amount of votes received from the 2013 federal election. Making use of data from a Voting Advice Application, this article seek…
Effects of voting advice applications during election campaigns. Evidence from a panel study at the 2014 European elections
Over the last several years, Voting Advice Applications (VAAs) have become an indispensable part of election campaigns in many countries. VAAs are designed to increase the political sophistication of citizens. In this paper we test whether these tools can accomplish this mission. Resorting to self-generated panel data for the 2014 European Election in Germany, we use entropy balancing techniques to deal with the problem of self-selection into the…
The Impact of VAAs on (non-Voting) Aspects of Political Participation
Thus far, research on the effects of Voting Advice Applications has focused on some aspects of voting behavior, whether, for example, these online tools impact citizens’ likelihood to vote or their voting choices. Relatively under-researched remain questions concerning the relationship between using VAAs and other forms of engagement with politics, such as involvement in electoral campaigns and information seeking about politics and parties. This…

German E-Campaigning and the Emergence of a ‘Digital Voter’? An Analysis of the Users of the Wahl-O-Mat
Within the e-campaigning activities of political actors in Germany, the Wahl-O-Mat has emerged as a popular ‘non-party’ online tool which has been used by millions of voters before elections in Germany. An analysis of the users can provide information about the characteristics of people resorting to this and other types of online pre-election tools. Based on an application-specific approach, hypotheses about the users are developed in light of th…
Bringing democracy back in
Referring to Kant’s ‘Perpetual Peace’, research on the democratic peace is based on the assumption that citizens’ preferences are fully and directly transferred into actual security policy by democratic leaders. However, democratic responsiveness in foreign politics is a more complex issue. Parliaments are usually key institutions with regard to ensuring responsiveness of democratic leaders both by authorizing political decisions and by monitorin…

The Usage of Online Collaboration Platforms by Parties
Facing linkage problems, parties in Germany have started to respond to a changing media environment by reforming their internal structures of opinion forming and decision making, inter alia reacting to the rise of the social web and the successes of the Pirate Party whose party organization is to a large extent "digitalized". Whether and how established parties implement and adapt Internet tools, i.e., whether these could contribute to more parti…

Deregulierung ist kein Allheilmittel
This paper responds to the reform agenda of Reiner Eichenberger who proposes the deregulation of the voting system in order to enhance the competition among the candidates and to improve the responsiveness of elected representatives. Based on the theory of parliamentary representation the paper argues that a simple transfer of economic principles into the realm of politics comes to its limits where the differences between the economic and politic…
