China's Belt and Road Initiative as Nascent World Order Structure and Concept? Between Sino-Centering and Sino-Deflecting
This article considers Chinese state-sanctioned representations of the Belt and Road Initiative (BRI) as the conceptual apparatus of a Chinese state project with world order significance. The Chinese state organizes and produces ideational consistency and coherence for the BRI through publicly oriented documents and speeches. Such undertakings exhibit a Sino-centering and Sino-deflecting strategy with a dual temporal logic. First, the ‘Silk Road’…

Work, Social Reproduction, the Transnational Household, and Refugee Resettlement
This article puzzles out the relationships between displaced peoples, their families, resettlement, the household, employment, and social reproduction - the often voluntary, feminized, and un- or under-compensated labour that reproduces a family, household, or labour force. Transnational refugee households and the conditions of refugee resettlement are co-constituted. These households are: 1) physical dwellings where a family is situated; 2) site…

Prospects for Canadian-Russian Engagements beyond Common-Sense Civilizations and Geopolitical Conflict
In this article, I attempt to delineate some possibilities for Canadian engagements with Russia in 25 years' time via the prism of multipolarity in the global political economy (GPE). The term “engagements” is rendered in the plural form so as to entertain possibilities beyond present, seemingly intractable geopolitical tensions. I contend that we are in the midst of a complex restructuring of the GPE that will continue to resonate well into the …
Neo-liberalization, Devolution, and Refugee Well-Being
Canadian housing policy and the categorical distinction between refugees, who receive government support for housing, and those who do not, demonstrate that obligations to refugees are increasingly being met by ethno-cultural communities, religious groups, refugee kinship networks, and community-based organizations. Devolving authority and responsibility for the provision of housing and of settlement services to the level of community does provid…
The Embedding of Russian State-Sanctioned Multipolarity in the Post-Soviet Conjuncture
This article demonstrates the manner in which key Russian officials engaged with and propagated the notion of multipolarity in the wider post-Soviet conjuncture—first in the 1990s and intensively during Vladimir Putin's first two presidencies. I argue that this demonstrates an earlier disarticulation of neoliberalism, globalisation, unipolarity, and hegemony than that offered in the nascent ‘multipolar turn’ in the sub-disciplines of Internationa…
The Russian State, Eurasianism, and Civilisations in the Contemporary Global Political Economy
This article demonstrates the emerging significance of concepts pertaining to culture and civilisation in imagining the global political economy (GPE). It focuses on how certain Russian thinkers and officials employ such concepts to critique American hegemony, to consolidate and defend Russia's statist political apparatus, and to obtain legitimacy for Russian state conduct both at home and abroad. Russian debates over Eurasianism, civilisational …
Emerging Powers in a Comparative Perspective. The Political and Economic Rise of the BRIC Countries
With its title alone, this book starts off on a misleading foot. This is not a book about only the BRIC countries. It is a book about the ‘coming power shift’ (p. 1) involving BRIC countries as eme
Low-intensity democracy and political crisis in Haiti
This article makes the case that Canada and the United States have contributed to blocking Haiti's path towards democratic development over the last decade by perpetuating neoliberal economic policies and promoting a form of low-intensity democracy based on the political leadership of elite sectors. This approach has placed North American actors at loggerheads with popular civil society in Haiti, contributed to Haiti's permanent crisis, and exace…
