  • Transforming the Welfare State, One Case at a Time

Open Access•Charles F Sabel, Charles Sabel et al.•ARTICLE•Latin American Politics and Society•2024•Cited by: 6

Advanced welfare states are under pressure to customize services, promptly enough to prevent a cascade of harms. With these goals, the Netherlands in 2015 decentralized social care services to municipalities, and within municipalities to neighborhood teams in continuing contact with clients. The overall results have been disappointing. But the experience of Utrecht, the Netherlands' fourth-largest city, has been strikingly different. By using har…

  • Plurilateral Cooperation as an Alternative to Trade Agreements

    Open Access•Bernard Hoekman, Charles F Sabel et al.•ARTICLE•Global Policy•2021

At the end of 2017 different groups of WTO members decided to launch talks on four subjects, setting aside the WTO consensus working practice. This paper argues that these ‘joint statement initiatives’ (JSIs) should seek to establish open plurilateral agreements (OPAs) even in instances where the outcome can be incorporated into existing schedules of commitments of participating WTO members. Designing agreements as OPAs provides an institutional …

  • The Uncertain Future of Administrative Law

Open Access•Jeremy Kessler, Jeremy K Kessler et al.•ARTICLE•Daedalus•2021•Cited by: 2

A volatile series of presidential transitions has only intensified the century-long conflict between progressive defenders and conservative critics of the administrative state. Yet neither side has adequately confronted the fact that the growth of uncertainty and the corresponding spread of guidance–a kind of provisional “rule” that invites its own revision–mark a break in the development of the administrative state as significant as the rise of …

  • Moebius-Strip Organizations and Open Labor Markets

    Charles F Sabel, Charles Sabel•CHAPTER•Social Theory for a Changing…•2019

Technology is commonly regarded as permissive rather than constraining: as much a tool for the realization of changing human ends as a machine imposing its rhythms on its tenders. Corporations, buffeted by markets that have become more volatile in part because technology is proving so malleable, are desperately trying to reduce their risks by transforming dedicated or special-purpose resources into general-purpose ones. This chapter deals with a …

  • Regulation under uncertainty

    Open Access•Charles Sabel, Gary Herrigel et al.•ARTICLE•Regulation & Governance•2018•Cited by: 13•References: 50

As production and design disintegrate and become more collaborative, involving dynamic relations between customers and firms supplying complex subsystems and service, products and production methods become more innovative but also more hazardous. The inadvertent co‐production of latent hazards by independent firms is forcing firms and regulators to address the problem of uncertainty – the inability to anticipate, much less assign a probability to…

  • Capacitating Services and the Bottom-Up Approach to Social Investment

Charles F Sabel, Charles Sabel et al.•BOOK•The Uses of Social Investment•2017

A crucial component of the new social investment paradigm is the provision of capacitating social services aimed at the early identification and mitigation of problems. We argue that conceiving of this paradigm change as a comprehensive and concerted investment is misguided. That perspective ignores more practical, piecemeal approaches in which costs and benefits are clarified through efforts at implementation, rather than estimated ex ante. Simi…

  • Services de capacitation et approche ascendante de l’investissement social

Charles Sabel, Jonathan Zeitlin et al.•ARTICLE•Journal of Evidence-Informed…•2016•References: 4

  • Global Experimentalist Governance

Open Access•Gráinne De Búrca, Robert O Keohane et al.•ARTICLE•British Journal of Political…•2014•Cited by: 33•References: 25

This article outlines the concept of Global Experimentalist Governance (GXG). GXG is an institutionalized transnational process of participatory and multilevel problem solving, in which particular problems (and the means of addressing them) are framed in an open-ended way, and subjected to periodic revision by various forms of peer review in light of locally generated knowledge. GXG differs from other forms of international organization and trans…

  • "Roepke Lecture in Economic Geography Venture Capital in the "Periphery

    Open Access•Annalee Saxenian, Charles F Sabel et al.•ARTICLE•Economic Geography•2008•Cited by: 14•References: 18

This article examines the growing importance of global, or external, search networks that firms and other actors rely on to locate collaborators who can solve part of a problem they face or require part of a solution they may be able provide. We focus on the creation in emerging economies of venture capital-an institution that is organized to search systematically for, and foster the development of, firms and industries that can, in turn, collabo…

  • Directly‐Deliberative Polyarchy

Open Access•Joshua Cohen, Charles F Sabel et al.•ARTICLE•European Law Journal•1997

This essay by Joshua Cohen and Charles Sabel promotes visions of democracy, constitutionalism and institutional innovations which may help to open up new dimensions in the search for legitimate European governance structures and their constitutionalisation. Faced with Europe's legitimacy problems, proponents of the European project often react by pointing to the many institutional failings in the (national) constitutional state. These reactions, …
