The Mobilization of Public Sector Unions
The increase in the mobilization power of public sector unions is one of the most puzzling features of twenty-first-century labor politics in both advanced and emerging market democracies. We posit that public labor mobilization is driven by economic, institutional, and political factors. Mobilization decreases during the expansionary phase of the economic cycle, when incumbents can placate public unions with state resources; when collective barg…
The Rise of Public Sector Unions in the Twenty-First Century
Public sector unions are increasingly becoming the hegemonic contemporary labor actor in terms of membership and militancy in both advanced and emerging economies. However, political economy lacks a unified theoretical approach to study mobilization by state unions. The analysis of public sector union politics has been largely separated by regional (United States vs. Europe vs. Global South) and disciplinary (American politics vs. comparative pol…
The Impact of Oil Rents on Subnational Development
The academic interest for the study of governors in Latin America grew within the last years. But there are only a few works upon the political recruitment of these individuals. This article examines the role of informal variables related to the social origins of governors, and of formal variables linked to the structure (scope and mobility) of their political careers. These matters are analysed through a database in Argentina where the governors…
The Effects of Gubernatorial Influence and Political Careerism on Senatorial Voting Behavior
What forces shape the behavior of incumbent legislators in a federation? Do subnational political elites (particularly governors) influence legislators’ decisions on national policies? Do legislators’ own political backgrounds and office ambitions motivate their actions in the chamber? We address these questions by estimating the causal effect of gubernatorial influence and individual political careerism on the voting behavior of regionally based…
The Dual Logic of Intergovernmental Transfers
How do fiscal institutions shape the ability of presidents and state governors in a federation to manipulate federal money with coalition building goals? This article proposes a two-level theory of intergovernmental transfers based upon variation in the level of discretionality over the use of federal money that fiscal institutions grant to national and subnational executives. We use subnational level data in Argentina to show that not taking dis…
