The Conservative Governments and the Development of Welsh Language Policy in the 1980s and 1990s
This article focuses on the advances made to safeguard the future of the Welsh language under the Conservative governments of the 1980s and 1990s. These advancements included the establishment of a Welsh language television channel, advancements in the field of Welsh language education, the formation of a Welsh Language Board, and, finally, the implementation of a new Welsh Language Act in 1993. Challenging popular assumptions regarding the natur…
Parties at War: Political Organization in Second World War Britain
Andrew Thorpe's Parties at War is an unusual addition to the huge literature on the Second World War. Although the Conservatives, Labour and the Liberals normally engaged in conflict bordering on warfare, a political truce was called from 1939 until the eve of the 1945 election. While the country pulled together against the external enemy, party leaders thought that outright political conflict should be abandoned in the interests of national unit…
Ewen Green: A Personal Tribute
Most readers of this journal will know something of Ewen Green, who died on 16 September 2006 at the tragically early age of 47. Although there have been many obituaries already, it is fitting that TCBH should carry something of its own. As one of Ewen's oldest academic friends, I was pleased to supply a personal tribute. Professionally, Ewen will be remembered as the most original historian of the Conservative party that we have yet seen and as …
The 'Rise of the Left' Revisited: Labour Party Culture in Post-war Manchester and Salford
In this article, it is argued that the Labour left's 'rise to power' in the 1970s and early 1980s, like other aspects of its politics in this period, merits fuller attention than it has recently received. Using new sources, and with more attention to the discourse of politics than has been usually applied to this period, it is argued that the popularity of the left in the constituencies stemmed from its capacity to attract and absorb existing for…
Richard Crossman, Harold Wilson and devolution, 1966-70: The making of government policy
This article expands our understanding of devolution, the British constitution, the Wilson government of 1966–70 and the careers and attitudes of Richard Crossman and Harold Wilson. It shows that devolution was debated not as a simply ‘Celtic’ affair, but as part of a long-standing Labour concern with reforming the ‘machinery of government’. This interest—expressed by Crossman amongst others—became submerged by other events and pressures. Perceiv…

The Borough Franchise after 1867
This article investigates the practical effects of the extension of the parliamentary franchise in 1867, examining the extent of enfranchisement in different types of borough and the reasons for the differences observed. An uneven pattern emerges, with registration law more open-ended in its application than has previously been claimed, but with the practical obstacles to enfranchisement reinforced by the inadequacy of the registration machinery.…

Currents of Radicalism: Popular Radicalism, Organised Labour and Party Politics in Britain, 1850–1914
'Those who were originally called radicals and afterwards reformers, are called Chartists', declared Thomas Duncombe before Parliament in 1842, a comment which can be adapted for a later period and as a description of this collection of papers: 'those who were originally called Chartists were afterwards called Liberal and Labour activists'. In other words, the central argument of this book is that there was a substantial continuity in popular rad…
Elections, Statistics, and the Rise of the Labour Party, 1906–1931
Between 1900 and 1918 the Labour party changed from being a new organization operating on the fringes of the Liberal party, to being the largest British opposition party. This change has attracted a great deal of historical attention. The analysis of electoral results in general, and municipal election results in particular, rightly plays a major part in the conflicting explanations of why this realignment took place. Negatively, this paper seeks…
