An epidemiological approach to foster care is presented, in which two separate data sets are used to analyze issues of ethnicity and child placement. A national probability sample and a large-city sample are drawn from the 1980 Office of Civil Rights ethnic survey and from the 1980 U.S. Census in order to test several hypotheses on ethnic differences predictive of time in care

The Ethnic Agency Defined
Service to clients of different ethnic groups is not sufficient grounds to designate an agency as "ethnic." A field study with visits to fifty-four agencies serving AsianAmerican, Black, Indian, Mexican-American, and Puerto Rican families and children provided data to operationalize an ethnic agency definition. This paper reports research representing part of a systematic effort to operationalize ethnic issues in service delivery. An attitude scale was developed and applied to a national sample of child welfare workers and to minority workers in innovative ethnic settings. Significant differences were found related to sample, age, ethnicity, and agency type
Ecological Validity of Indicator Data as Predictors of Survey Findings
In a series of sh1die.r the validity of preexisting indicator data, based on child and family variables, was tested by means of an extensive sample survey with individual case interviews in two counties in New York State. The counties included one of the highest and one of the lowest in the state, as measured on a specially developed index.
