The impact of pension reform on employment, retirement, and disability insurance claims
We evaluate the 2011 comprehensive reform of Norwegian early retirement institutions using a parsimonious random utility choice model. Conditional on employment at age 60, we estimate a three-state conditional logit model to explain the realized labor market state at age 63 among the alternatives of employment, retirement, and disability program participation. The reform radically changed work incentives and/or pension access age for some (but no…
Shaping Long-Term Care in Emerging Asia
Macro-Demographics and Ageing in Emerging Asia
In common with a number of other emerging economies in South East Asia, Indonesia is confronting rapid demographic transition at a low level of per capita income. The fourth largest country in the world by population size, Indonesia will face new challenges for fiscal sustainability and policy design, as in coming decades its labour force begins to shrink, and the older population becomes relatively more numerous. In this paper, we demonstrate ho…
Optimal Capital Income Taxation with Means-Tested Benefits
This paper studies the interaction between capital income taxation and a means‐tested age pension. Our results document that the existence of a social insurance program financed from general revenue puts an upward pressure on the optimal tax rate. We also show that there is a negative relation between taper (benefit‐reduction) and optimal capital income tax rates. The potential welfare gain from optimizing capital taxation in the presence of a un…

Notional defined contribution pensions with public reserve funds in ageing economies
Several developed and developing countries have recently adopted a notional defined contribution (NDC) approach to old‐age pension reform. The NDC is essentially a non‐pre‐funded defined contribution retirement system, in which contributions are credited with a “rate of return” related to aggregate payroll growth, and individual account accruals are maintained in a book‐keeping system. Payouts are annuitized based on the expected mortality of eac…

The Tax Unit and Household Production
This paper challenges the conventional wisdom that, on efficiency grounds, taxing individuals is always preferred to taxing households in a progressive income tax. The reason is that tax design affects the input of family members' time not only into market production and consumption of leisure but into household production as well. A simple numerical example is used to illustrate this possibility and a general equilibrium model calibrated to Aust…
Interpreting Net Fiscal Incidence Calculations
This paper evaluates calculations of net fiscal incidence, using an applied general equilibrium model of Australia into which public goods are incorporated. Results indicate that it is inappropriate to regard the redistributive impacts of government policies as a zero sum game. For large reductions in public goods provision and taxes, the dominant effect is the foregone consumer surplus from suboptimal public goods provision. In addition, the red…
