Democracy
This chapter examines the career of democracy in Burma/Myanmar by focusing on context reaching back to the nineteenth century, initial experience from 1948 to 1962, military years from 1962 to 2011, and attempts since 2011 to make a sustainable transition. Any democracy is an evolving political culture. Once limited to antecedents in ancient Greece, where it was widely seen as an undesirable political model, democracy has become a worldwide pheno…

Local Authority and Administration in Thailand
Okinawa: A Tiger by the Tail
The American Territorial Presence in Asia
The system of states that has evolved since World War II has not resolved the basic political problems facing Asia. Furthermore, American efforts to sustain, and hopefully stabilize, the non-Communist regimes have entangled the United States unnecessarily in the domestic political processes of several Asian countries. Resurgent forces of ethnic and local identity increasingly challenge the authority of central governments and bring into question …

Two Styles of Military Rule: Thailand and Burma
THE DIVERSE POLICIES OF BURMESE A ND THAI GOVERNMENTS obscure the similarities between these two countries. To contrast their political styles highlights these similar features and also reveals a general political change that applies also to much of Asia. That trend is towards the politization of military leaders and their creation of political parties to sustain their power base. Civilian experts and civil organizations increasingly serve these …

The Theravada Polity of Burma
Burma's Zealot Wungyis: Maoists or St. Simonists
Two years ago in this annual Survey Burma's new military government was described as a nexus of socialism and two political traditions. Both the monarchial and colonial traditions of rule seemed to be pushing the leftist advisers (wungyis) of General Ne Win towards a unique form of national socialism. With the perspective of nearly three years of Revolutionary Council government, however, one can now see clearly that the colonial governmental tra…

Burma: The Nexus of Socialism and Two Political Traditions
In the mid-nineteenth century King Mindon of Burma sent a princely envoy to Europe to observe and study what would now be called public administration. The envoy, U Gaung, returned with volumninous notes, a fascinating diary, and an enthusiasm for a strong central administration. He perceived that the system of traditional government encouraged capricious leadership, that monarchs tended to appoint district officials primarily because of their mi…

Burma's Political Crisis
ON JANUARY 4, i958 the Union of Burma celebrated its tenth Independence Anniversary. Towns and villages throughout the country observed sports events, listened to commemorative speeches broadcast from Rangoon, and watched great red flags of the Pasabala (Anti-Fascist People's Freedom League), the government political coalition, being carried down dusty streets in local demonstrations. For the minority groups and separate States, homage to the ach…
