Tsunami preparedness within Sri Lanka's education system
Asked what hazard posed the greatest threat to their school, the principals of coastal schools in the Galle, Ampara and Batticaloa districts of Sri Lanka overwhelmingly responded “tsunami”. This result is unsurprising considering the scale and trauma caused by the December 26, 2004 Indian Ocean tsunami. This tsunami claimed over 35,000 victims in Sri Lanka, a third of whom were children. It damaged and destroyed 182 schools, and a further 287 ser…
Teaching English as a second language in Sri Lankan primary schools: Opportunity and pedagogy
Policy guidelines in Sri Lanka prescribe how and for how long English should be taught as a second language in primary education but practices on the ground may deviate. Opportunities for teaching and learning and pedagogy are key aspects of the process of learning. Using a large-scale survey this paper addresses (i) how much time is allocated to the teaching of English and how much time is lost, (ii) how English teachers use their time in primar…

Education policy reform in Sri Lanka: The double-edged sword of political will
In 1997, the Government of Sri Lanka launched a comprehensive set of education reforms designed to promote equitable access to basic education and improvements in learning outcomes. The package of reforms arose as a political response to widespread youth unrest in the late 1980s and attracted considerable 'political will', a vague but much vaunted term in the international policy discourse. Yet, despite seemingly high levels of national political…

The growth of foreign qualification suppliers in Sri Lanka: De facto decentralisation
Based mainly on a study of newspaper adverts for qualifications and tuition courses in Sri Lanka over a period from 1965 to 2000, this paper describes a decentralisation of control over the supply of qualifications. It is argued that this has occurred not through a deliberate policy mechanism to decentralise qualifications, but rather by default, through the more general liberalisation of the economy since 1978. Interviews and documentary analysi…

Motivating Learning and the Development of Human Capital
This paper revisits Schultz's concept of human capital. In both the South and the North the concept has been incorporated uncritically into policy discourses. The academic community has been less critical. Its theoretical, empirical and methodological critiques have generated at least two responses from the economists. The first is the extension and refinement of the conceptual and methodological frameworks of human capital. The second maintains …

Sanity, Madness and the Family
In the late 1950s the psychiatrist R.D.Laing and psychoanalyst Aaron Esterson spent five years interviewing eleven families of female patients diagnosed as 'schizophrenic'. Sanity, Madness and the Family is the result of their work. Eleven vivid case studies, often dramatic and disturbing, reveal patterns of affection and fear, manipulation and indifference within the family. But it was the conclusions they drew from their research that caused su…
