From Parkman to Pearson
“Strategic culture” is one of those conceptual bridges that link history with political science because, among other reasons, it reminds us of the hold that memories of past events can continue to exercise upon contemporary reality. But those memories are always subjective, sometimes downplayed to the point of nearly being forgotten altogether, at other times so overstated as to yield a highly distorted sense of the past and of its relationship t…

Moving above and below the State
It appears now to be a truism that globalization is the hallmark of our contemporary era. Globalization is said to be ushering in important changes in the constitutive features of the states system. In this story, globalization helps to unleash vertical and horizontal centrifugal processes that give rise to global, supranational, and transnational arrangements, and these developments in turn undermine states' ability to coordinate policies across…
Canadian Foreign Policy
This study analyses the French-language scholars' place in Canadian foreign policy. More precisely, it measures and compares their productions in French and in English (output) and the citations to this output (impact) in works by English-language scholars. The output is measured using theCanadian Foreign Relations Index. Then a representative sample of bibliographies taken from books and articles written by English-language scholars and publishe…
The Other Sovereignties
Since 2004, the Canadian government has been rediscovering the Arctic. The Canadian forces, absent from this region for almost two decades, are now back regularly, conducting exercises or buuding new infrastructure, whue a good deal of the equipment acquisition programs are designed to sustain military operations in the north. The north is prominent in official government discourse, as well as in policy. This discourse emphasizes three interconnec…
Hijacking a Policy? Assessing Quebec's “Undue” Influence on Canada's Afghan Policy
This article attempts to counter the conventional wisdom surrounding Quebec's “undue” influence on Canada's international security policy. Focusing on the war in Afghanistan, it argues that this influence is substantially exaggerated and that if Quebec's distinct attitudes have had an influence on Canada's Afghan policy, they have actually contributed to strengthening rather than hampering its legitimacy. The article is divided into three parts. …
The Arctic is Hot Again in America and Europe
Two major developments have greatly increased political and public interest in the Arctic in the last two decades. The first was the end of the Cold War, which gave rise to much-increased optimism concerning the development of peaceful cooperation in the north. There was even a certain Barents euphoria in the European north, as Geir Honneland describes it in this issue. The second is global warming and the rapid melting of the Arctic icecap. Both…
The Myth of the Pacific Society
Introduction One of most enshrined notions in Canadian foreign policy is that French-speaking Quebecois have a different attitude toward many issues than other Canadians, resulting in a national division that has come to be known as 'the two solitudes. This attitudinal difference is said to be particularly striking on defense and security policy issues. Historian J. L. Granatstein calls phenomenon the (2)--a phenomenon labeled by Jean-Sebastien R…
It's a Long Road from Fort Greely to Chicoutimi
Alone among America's Western allies, Canada seems to have had the most difficulty adjusting to the idea that America was deploying a limited missile defense system in North America. Within Canada, one province in particular has seen a near-consensus develop against missile defense. That province is Québec, where the system has been routinely criticized as being fraught with unspecified peril for Québec and Canadian interests. Yet within the rank…

“Honey, are You Still Mad at Me? L've Changed, You Know…”
AMONG THE TROUBLESOME ISSUES Paul Martin will inherit upon settling in at 24 Sussex Drive will be relations with Washington. Indeed, these relations have been steadily going downhill since the autumn of 2000: political leaders limit themselves to trading cutting remarks; the disputes pile up; and the governments--if not the people themselves--seem to adhere to opposing philosophies and political values. To evoke personages dear to the hearts of 1…

“Middle Power Blues”
Canada has recently reaffirmed its standing as a Middle Power. By taking an important stance on issues such as peacebuilding and the outlawing of antipersonnel landmines, by promoting a shift human security, and by supporting the setup of the UN-sponsored international criminal court, Canadian foreign policy has asserted its traditional commitment a Middle Power role. (1) And it is prepared go father; in the words of the former Director General o…

Hobson's Choice
Enemy forces should not be able to pursue their way either by land, sea or air to the United States across Canadian territory. William Lyon Mackenzie King, 20 August 1938 [W]hat we have to fear is more a lack of confidence in the United States as to our security, rather than enemy action... If we do enough to assure the United States we shall have done a good deal more than a cold assessment of the risk would indicate to be necessary. Maurice Pop…
