There is growing recognition that autistic children face significant emotional challenges during a family holiday. Interviews with parents of autistic children in the UK and Ireland were undertaken to explore parents' perceptions of the role of emotions in service delivery failure. Inductive latent analysis found four types of service delivery gap, each associated with uncertainty about who is responsible for managing emotions: this is termed ‘em…

It proceeds in four parts and addresses four different identities who may be impacted differently. The article first addresses access to ART by gay and single men. It then focuses on the question of who is recognized as a parent legally and how that impacts ART. The article next addresses reciprocal intravenous fertilization…

Using simulation modelling to transform hospital planning and management to address health inequalities
Health inequalities are a perennial concern for policymakers and in service delivery to ensure fair and equitable access and outcomes. As health inequalities are socially influenced by employment, income, and education, this impacts healthcare services among socio-economically disadvantaged groups, making it a pertinent area for investigation in seeking to promote equitable access. Researchers widely acknowledge that health equity is a multi-face…
Producing Agreements and Innovations in Collaborative Governance
Collaborative governance initiatives often seek innovative solutions to longstanding policy dilemmas, as well as agreements on those solutions among longtime political adversaries. Producing both innovations and agreements in combination is difficult: the diversity among collaborators that enable innovations can complicate their attempts to reach agreements, while unifying factors that support agreements may diminish the prospects for innovation.…
Leveraging accessible tourism development through mega-events, and the disability-attitude gap
Able-bodied, and increasingly people with disabilities, represent a key audience for mega-events; occasions that act as crucibles where social problems endemic to host destinations can be exposed and tackled through targeted social policy. Drawing on the social model of disability, the paper examines how Japan utilised Tokyo 2020 as a field configuring event to disrupt systems of ableist thinking and tackle physical and attitudinal barriers restr…
Collaborative Architecture: Components, Relationships, and Implications for Partner Influence
This article provides a detailed exploration of the collaborative architecture concept and its ability to deepen research on interorganizational collaborative arrangements. After introducing four components of collaborative architecture (goals, arenas, membership, and mechanisms), the article uses the components to compare two cases of public education reform collaborations. We investigate methodological challenges in coding and data analysis and…

Coping with Value Conflicts in Interorganizational Collaborations
Because they reflect clashing beliefs about the desired ends and means of public policy, value conflicts are challenging and sometimes even impossible to resolve. If the increasingly widespread use of collaborative governance is to bear fruit, researchers and practitioners need to understand how collaborations cope with value conflicts. This article identifies constructs and coding guidelines for studying value conflicts and coping mechanisms in …

A Strategic Framework for Building Civic Capacity
This article refines our understanding of the building blocks of civic capacity. It argues that the development of civic capacity depends heavily on the tractability or “wickedness” of public problems. Problem tractability, in turn, depends on leaders’ ability to manage processes of learning and bargaining strategically by influencing policy networks, governance institutions, and collective cognitive frames. Longitudinal case studies of urban gro…
The Changing Role of Public Housing Authorities in the Affordable Housing Delivery System
As the great recession began, public housing authorities (PHAs) were just beginning to experience the full effects of neoliberal policy implementation and devolution. Using 13 case studies of the largest PHAs in the Pacific Northwest, this paper outlines activities that PHAs undertook to balance public mission with private-market means. PHAs made trade-offs among five paths that emphasize agency survival, producing housing for the poorest househo…
Public Value Creation by Cross‐sector Collaborations: A Framework and Challenges of Assessment
This article proposes ways to assess the public value that cross‐sector collaborations produce. It introduces a framework featuring three dimensions of public value – democratic accountability, procedural legitimacy, and substantive outcomes – that reflect distinct priorities and concerns for public administration. Utilizing examples from research on a multi‐year cross‐sector collaboration in the transportation field, we illustrate the framework'…

Achieving Shared Aims through Organizational Networks
Theories of Governance: Comparative Perspectives on Seattle's Light Rail Project
Governance entails the formulation and implementation of public policies across organizational and sectoral boundaries through coalitions, contracts, and networks. Studies of governance tend to cluster loosely into two theoretic traditions: rational choice and sociological institutionalism. Where the former analyzes actors’ individual interests and information, the latter examines their joint relationships and norms. These different analytic foci…
Assessing the Impacts of the Global Economic Crisis and Swine Flu on Inbound Tourism Demand in the United Kingdom
The recent economic crisis and swine flu pandemic have had significantly negative impacts on global tourism. Tourism in the United Kingdom has also suffered as a result of the two crises, although their actual impacts have yet to be evaluated. This study analyzes the impacts of these two phenomena on the demand for U.K. inbound tourism during the 2008Q1-2009Q2 period among visitors from the country’s 14 major visitor source markets. An econometri…

The Creation of a Sphere of Influence: Russia and Central Asia
The disintegration of the ussr in December 1991, and the earlier abandonment of Marxism-Leninism-Stalinism as a prism through which to look at the world, left Russian leaders with several unique problems, not the least of which was how to regard and deal with the new states which had formerly been Russia's co-republics in the ussr. This was of course part of the much larger problem of how to identify (or create) a Weltanschauung, a consensus amon…
