  • The Safavid Administrative System

    Open Access•Roger M Savory•CHAPTER•The Cambridge History of Iran•1986

Before the principal phases in the development of the Safavid administrative system are discussed in detail, a brief outline of the Safavid administrative and social structure may be helpful. At the apex of this structure was the shah. Never was the Divine Right of Kings more fully developed than by the Safavid shahs. Shah Ismā'īl I, who established the Safavid dynasty in 907/1501–2, considered himself to be the living emanation of the godhead, t…

I regard the arguments about nationalism or the lack of it, and about whether or not the Safavid state can be called a nation-state, as in many ways sterile. What I am much more interested in is the question whether or not the Safavids created a state at all, in any generally accepted sense of the word. I propose in a moment to look at some of the commonly accepted characteristics of the state, and see whether or not the Safavid system possessed …

It is axiomatic that, if a language does not have a word for a given concept, that particular concept does not exist for the people who speak that language. We must therefore begin consideration of the evolution of the Ṣafavid state by making the negative statement that, for the Ṣafavids the concept of the state in any Western sense did not exist. As Minorsky has said: “it is a moot question how the idea of the State, if ever distinctly realized,…

Isma'īl's defeat by the Ottomans at Chāldirān-his first defeat-destroyed the legend of his invincibility. This legend was based on his pretensions to a quasi-divine status, and, after Chāldirān, the qizilbāsh, although they continued to pay lip-service to this idea, showed clearly by their actions that they no longer accorded any special reverence to the person of their ruler. They had lost their faith in Isma'īl's supernatural powers, and this i…

IN a previous article, we noted that by the time of the death of Shāh Isma'īl I (19 Rajab 930/23 May 1524) it is possible to observe certain trends in the development of the principal offices of the Ṣafawid state. During the last decade of the reign of Isma'īl I, there had been a movement away from the theocratic form of government which obtained at the time of the establishment of the Ṣafawid state, and this was reflected in changes both in the …

The names of the principal officers of the early Ṣafawid ṣtate are well known and need only a brief recapitulation here. They were: (1) the wakīl ; (2) the amīr al-umarā ; (3) the qūrchībāshī ; (4) the wazīr ; (5) the ṣadr . Of these, the wakīl was the vicegerent of the Shāh, representing him in both his temporal capacity as pādishāh and in his spiritual capacity as murshid-i kāmil . He was thus the most powerful official in the early Ṣafawid sta…
