Tenant navigation as a critical infrastructure of care
Millions of eviction filings occur annually in the US, displacing hundreds of thousands of tenants and particularly affecting Black, Brown, and impoverished individuals. This article examines the framework and realities of a policy designed to support tenants facing eviction. The city of Indianapolis established the Tenant Advocacy Program in 2020, utilizing funds from the American Rescue Plan, to address eviction rates during the COVID-19 pandem…

Digital insurgency: Urban mobilization and grassroots digital knowledge
Technical and digital knowledge creation frequently homogenizes and marginalizes specific groups of people, thereby perpetuating oppressive power structures and utilizing technologies as instruments for top-down uneven urban development. The increased reliance on the flow of data facilitated by digital technologies has often reproduced existing inequalities through invisibility, oversimplification, or incomplete data sets. Contesting housing commodification and financialization through bridging: Experiences from Mexico and Brazil
The appropriation of the housing sector by global finance has transformed housing policies worldwide while leading to new opportunities for capital accumulation. Financialized models have also become increasingly prevalent in the Global South, promoting mortgage and household debt and stark housing commodification impacting lower-middle-income communities and residents. Community self-governance in São Paulo’s informal settlements through the PAA framework
This comparative case study examines community self-governance in informal settlements in São Paulo, Brazil, through the Policy Arrangement Approach. Drawing on participant observation and semi-structured interviews, I highlight the importance of context in shaping self-governance and outcomes. Self-governance embodies power and politics, often not contained to the spatial boundaries of the informal settlements, and developed through intersecting…
Vulnerability, neglect, and collectivity in Brazilian favelas: Surviving the threats of the Covid-19 pandemic and the state’s necropolitics
The COVID-19 pandemic has deepened existing inequities and injustices in Brazil, seen in the disproportionately detrimental impacts on favelas. State policy responses to the pandemic have disregarded favela residents’ experiences. Recommendations such as ‘shelter-in-place’ ignore the reality of over 11.4 million favela residents who cannot work from home or afford to stop working, nor practise physical distancing from others. This study investiga…
Community Land Trusts in Contexts of Informality: Process, politics and challenges of implementation
Informal settlements house a significant portion of the world's population, who frequently struggle due to lack of proper housing, urban infrastructure, and insecure tenure. This is an overwhelming reality in Global South countries, requiring alternatives to guarantee permanent and secure affordable housing to residents while promoting community empowerment and quality of life improvements. Community land trusts offer promise for housing struggle…
The Distinctive Evolution of Housing Financialization in Brazil and Mexico
After defaulting on their foreign-debt obligations in the 1980s, several Latin American countries had to restructure their economies to boost market-led growth. Some of the ensuing housing reforms promoted mortgage expansion and mass housing production. Mexico was among the first countries to follow this logic, and in a particularly aggressive manner. Credit liberalization allowed a handful of real estate firms to experience massive expansions in…
