The Role of the State in Development in the Middle East
In this article I argue that only the combined forces of market and state may lead to economic development. The state must do certain things and refrain from others. Whether states in fact ‘...do what they should and do not do what they should not’ (Przeworski, 2003: 158) is explained by three factors: state capacity, rent and agency.
