Monopolization of Local Politics and its Institutional Alternatives
이 연구의 목적은 기초의회를 중심으로 독점화된 지방정치를 문제화하고 선거제도와의 연관 속에서 그 원인과 대안을 살피는 데 있다. 한국의 지방정치에서 다양성과 경쟁의 부재는 매우 심각한 수준이다. 기초의회의 경우 2006년 중선거구제와 비례대표제의 도입에도 불구하고 거의 대부분 한두 정당에 의해 독점되어 있다. 이 연구는 무엇보다도 거대 정당에 유리한 지역구 위주의 선거제도에서 그 원인을 찾는다. 과도하게 높은 지역구 의석 비율, 상당히 적은 비례의석수, 2·3인 선거구 중심의 중선거구제 등은 지방자치의 취지에 역행하고 거대 양당의 압도적 지배와 소수정당의 배제를 야기하는 제도적 요인이다. 이 연구는 지방정치의 다양성 강화를 위해 지역구 위주에서 벗어나 비례의석 확대, 연동형 또는 완전 비례대표제 도입 등을 통한 비례대표제 강화를 제도적 대안으로 제시한다. 동시에 이러한 변화가 실질적 효력을 발휘…
