    Seong‐kyu Ha, Seong-Kyu Ha•ARTICLE•International Development…•2005•References: 2

During the last 40 years, the emphasis of the public sector in Korea has been on the expansion of state-developed housing for sale rather than for rent. The government has introduced state-developed housing for sale alongside policies to encourage home ownership with a concept of 'filtering' in mind. The economic crisis of 1997 brought about an even more significant change in the ideological as well as the economic environment of housing: market …

  • Housing poverty and the role of urban governance in Korea

    Open Access•Seong‐kyu Ha, Seong-Kyu Ha•ARTICLE•Environment and Urbanization•2004•Cited by: 5

This paper describes how South Korea’s rapid economic growth failed to produce solutions to housing problems in urban areas. In 2000, nearly onequarter of all households lived in accommodation that did not meet minimum standards in terms of floor space and basic facilities. Many households live in single rooms in illegal or sub-standard lodgings, or in houses built of vinyl and thin wooden boards; most such accommodation lacks basic facilities. V…

  • The role of NGOs for low-income groups in Korean society

    Open Access•Seong‐kyu Ha, Seong-Kyu Ha•ARTICLE•Environment and Urbanization•2002

This paper describes the increasingly important role of NGOs within South Korea in demanding better conditions for low-income groups in urban areas, and the links that this new role has with the democratic movement of the 1980s and the Saemaul Undong movement that started in 1970. The paper focuses in particular on NGOs that opposed the government’s large forced eviction programme in Seoul during the 1980s and early 1990s, and that have helped to…

The "Asian economic crisis" brought with it horrendous social consequences in Korea such as mass unemployment, unparalleled rises in poverty, diminished social services, rising school dropouts, increasing suicide rates, divorce and domestic violence. The primary aim of this study is to identify policies that would ameliorate these effects on the urban poor in Korea. In order to do so, we clarify how the nature and magnitude of urban low-income ho…
