    This research examines the imposition of capital punishment on racial minorities by conducting a state level analysis of capital punishment systems.     This study attempts to reconcile two apparently conflicting characteristics of congressional voting–stability in congressional decisionmaking and efforts to influence change in congressional voting decisions–by developing a concept and measurement of congressional voting response to short-term forces.     This article evaluates CQ Presidential Support Scores, used as a measurement of congressional voting decisions, to study the relationship between the district presidential vote and voting decisions on issues that concern the president.
