Public Housing in Postwar Colombo’s Urban Regeneration
This paper examines the Colombo Urban Regeneration Project (URP) as a state-driven initiative aimed at transforming Colombo into a “world-class” urban center in postwar Sri Lanka. Drawing on qualitative interviews with relocated families, the study examines how militarized governance and speculative urban planning have shaped the lived experiences of residents resettled in URP’s public housing. Using the concept of housing pathology, the paper in…
Temporarily housing the homeless in Northern Indigenous communities
Commissioned by the Tłı̨chǫ Government in the Northwest Territories (NWT), this study proposes a model for delivering temporary shelter for people experiencing homelessness in remote Indigenous communities in Canada. Drawing on a literature review, interviews with government officials and frontline service providers, and site visits across the NWT, it outlines approaches grounded in regional realities. Inspired by Inuvik’s housing approach, the s…

Trends, motivations, and land use outcomes of municipal annexation
Annexation is the most common form of municipal boundary adjustment in Canada, yet a systematic analysis of annexations is missing from the academic literature. This begs two key questions: Why do Canadian municipalities annex land? What are the land use outcomes of annexation? This qualitative and quantitative case study of Alberta, a Canadian prairie province, reveals that trends in annexation activity, motivations, and land use outcomes are br…
Human Rights and the City
In planning matters, human rights challenges are increasing, so planning scholars and practitioners must understand the issues and find ways to address them. In this Viewpoint I argue that the Canadian state, through constitutional and quasi-constitutional protections as well as its active judiciary, has strengthened the rights of Canadians to tackle issues at the city level. Nonetheless, the pursuit of these rights is ongoing, especially regardi…
Understanding the uneven geography of urban energy transitions
Cities are important partners in developing solutions towards a low-carbon pathway. However, given the variation in geography, a need exists to study urban energy transitions through a nuanced approach that addresses space- and place-based factors. Based on document analysis and interviews with municipal employees and local energy experts in Edmonton, Canada, we explore how location and availability of energy sources, political territoriality, ph…

Immigrants and homelessness—at risk in Canada's outer suburbs
Homelessness is a risk for growing numbers of immigrants. Largely as a result of low incomes, newcomers are more likely than the Canadian‐born to spend over 50 percent of total household income on housing costs. Many newcomers suffer ‘hidden homelessness’. They do not use shelters and other services, but share accommodation, couch‐surf and rely on their social contacts for temporary and precarious housing. The adverse impact of low incomes on the…
