  • The argumentative turn in public policy revisited: Twenty years later

    Frank Fischer, Herbert Gottweis•ARTICLE•Critical Policy Studies•2013•Cited by: 6•References: 6

This essay outlines and extends the discussion of the ‘argumentative turn’ in public policy as it has evolved since 1993 and points to possible future directions of argumentative policy analysis. First emerging in 1993, the contributions over these two decades include a focus on deliberation and deliberative democracy, discourse and discursive institutionalism, social constructivism and interpretation, rhetoric and semiotics, post-structural poli…

  • Explaining Hwang-Gate: South Korean Identity Politics between Bionationalism and Globalization

    Open Access•Herbert Gottweis, Byoungsoo Kim et al.•ARTICLE•Science Technology & Human Values•2010•Cited by: 3•References: 17

This article explores the scientific fraud case of the South Korean stem cell scientist Woo-Suk Hwang, which represents a struggle over political identity. The South Korean state supported Hwang's research hoping to establish Korean scientific-technological leadership in biotechnology, but it combined this globalization strategy with an identity politics built around the Korean people. The emerging bionationalism exceeded traditional ethnic natio…

  • Bionationalism, stem cells, BSE, and Web 2.0 in South Korea: Toward the reconfiguration of biopolitics

Open Access•Herbert Gottweis, Byoungsoo Kim et al.•ARTICLE•New Genetics and Society•2009

We argue that at the core of contemporary biopolitics in South Korea there is a politics of identity built around the gradual transformation of ethnic nationalism based primarily on ethnicity, blood, and membership to a new kind of nationalism in which ethnicity is biologically and scientifically reconfigured. The emerging Korean bionationalism goes beyond traditional ethnic nationalism by combining a focus on ethnicity and race with a belief in …

  • Governing genomics in the 21st century: Between risk and uncertainty

    Open Access•Herbert Gottweis•ARTICLE•New Genetics and Society•2005

The paper reconstructs the governance of genomics by sketching the main features, modes of operation and tactics of the emerging genomics apparatus. Genomic governance in the 20th century is characterized by the simultaneous operation of a process of the stabilization of knowledge regimes, in particular via patenting. Furthermore, we observe a heterogenization and globalization of the actors and knowledge creating systems in genomics governance. …

  • Theoretical strategies of poststructuralist policy analysis: Towards an analytics of government

    Open Access•Herbert Gottweis•CHAPTER•Deliberative Policy Analysis•2003

When authors in the field of policy studies describe their approach as 'discourse analysis', many different things can be meant by this label, ranging from a Habermasian to a deconstructivist style of analysis. In this chapter I will draw some insights from poststructuralist theory for a discourse-analytical reading of the policy process. I will address a number of central, analytical questions that are raised by a poststructuralist perspective o…

  • Post-positivistische Zugänge in der Policy-Forschung

    Open Access•Herbert Gottweis•CHAPTER•Politik Als Lernprozess•2003

  • The governance of genomics

    Open Access•Herbert Gottweis•ARTICLE•Critical Public Health•2002

Genomics is in the process of introducing a number of fundamental transformations in the practices of modern biology and medicine, in the pharmaceutical industry, and in society and culture. The transformative powers of genomics/post-genomics have created a significant number of interrelated policy challenges, such as in the fields of patenting, genetic testing and genetic information. Today a 'cultural vacuum' seems to exist, which tends to give…

  • Stem Cell Policies in the United States and in Germany: Between Bioethics and Regulation

    Open Access•Herbert Gottweis•ARTICLE•Policy Studies Journal•2002•Cited by: 21•References: 20

The article compares policymaking in the field of human embryonic stem cell research in the United States and in Germany. Although experimental research with human stem cells is controversial in both countries, restrictions on research are much more strict in Germany than in the United States. In order to explain the contrast between the United States and Germany in dealing with human embryonic stem cell research and to predict possible future de…

    Herbert Gottweis•BOOK•Governing Molecules•1998

Scientists, investors, policymakers, the media, and the general public have all displayed a continuing interest in the commercial promise and potential dangers of genetic engineering. In this book, Herbert Gottweis explains how genetic engineering became so controversial—a technology that some seek to promote by any means and others want to block entirely. Beginning with a clear exposition of poststructuralist theory and its implications for rese…

  • German Politics of Genetic Engineering and its Deconstruction

    Open Access•Herbert Gottweis•ARTICLE•Social Studies of Science•1995•Cited by: 5

Policy-making, as exemplified by biotechnology policy, can be understood as an attempt to manage a field of discursivity, to construct regularity in a dispersed multitude of combinable elements. Following this perspective of politics as a textual process, the paper interprets the politicization of genetic engineering in Germany as a defence of the political as a regime of heterogeneity, as a field of 'dissensus' rather than 'consensus', and a rej…
