  • Has Housing Filtering Stalled? Heterogeneous Outcomes in the American Housing Survey, 1985–2021

    Jonathan Spader•ARTICLE•Housing Policy Debate•2025

Filtering of housing units—the process through which housing units over time serve occupants with lower or higher incomes—is a primary source of low-cost housing supply in the United States. However, the extent of filtering can vary widely in response to local housing market conditions, and this variation carries implications for the affordable housing strategies used in different areas. This paper uses the American Housing Survey (AHS) panels fo…

  • Can Changing Demographics or Refinancing Behaviors Explain the Rising Levels of Housing Debt Among Older Americans

    Jonathan Spader•ARTICLE•Housing Policy Debate•2021

The share of older households with debt secured by their primary residence more than doubled between 1995 and 2016. This study uses the Survey of Consumer Finances (SCF) to examine the sources of this shift. The empirical analyses first use a series of regressions to examine the relative influence of several hypothesized demographic contributors. The results suggest that these factors explain approximately one quarter of the increase in housing d…

Financial literacy and financial education play a central role in asset accumulation, shaping individuals' attitudes, behaviors, and decisions in ways that, ultimately, affect their financial and social well-being. The acquisition of financial skills begins with parental teaching and role modeling, which provides children with their first exposure to concepts of saving and money management. Because such parental instruction is crucial to children…

  • Beyond Disparate Impact

    Open Access•Jonathan Spader, Jonathan S Spader•ARTICLE•The Review of Black Political…•2010•Cited by: 2

Despite the increasing importance of credit scoring to an expanding range of activities, very little is known about the nature of the credit scoring process. This article examines the interaction of credit scoring with risk-based pricing, exploring the potential for credit scoring to contribute to the segmentation of low- and high-cost credit markets. Specifically, it uses a stylized example to illustrate the mechanism through which credit scores…

  • Does homeownership counseling affect the prepayment and default behavior of affordable mortgage borrowers

Open Access•Roberto Quercia, Roberto G Quercia et al.•ARTICLE•Journal of Policy Analysis and…•2008•Cited by: 9

The lack of industrywide data on homeownership education and counseling (HEC) programs has severely limited evaluation. In particular, very little evidence exists on the relationship between HEC completion and loan prepayment, an outcome of interest to both mortgage lenders and consumer advocates. Where mortgage prepayment directly influences the sustainability of affordable mortgage products, it also reflects the ability of underserved borrowers…
