  • Return of the Cossacks

    Open Access•Mark Reitman•ARTICLE•Peace Review•1994

Cossacks are known to most Americans as movie characters, and they match the reality in the same way as Hollywood cowboys resemble the real‐life dirty and exhausted shepherds of the nineteenth century. But now in many regions of southern Russia, Cossacks have again become an offensive military and political power in opposition to democratic institutions, which are already discredited in the minds of people in the street

  • Toward the Global Optimization Model of Peace Defense

    Open Access•Mark Reitman•ARTICLE•Journal of Conflict Resolution•1987•References: 3

This article proposes and develops a simple model of peace defense for the calculation of the optimal parameters of peace-building activity on different governmental and nongovernmental stages. The hierarchical structure of the model permits the use of different approaches and greater flexibility than existing models allow. At some stages of the model, the optimum criterion is the minimization of the probability of war, or (in a wider range) the …

  • Optimal Control of Disarmament Using the Emigration Level

    Open Access•Mark Reitman•ARTICLE•Journal of Peace Research•1983•References: 3

The importance of the emigration level as a key control variable for the disarmament process is discussed and confirmed. The mathematical formulation of the optimal control of disarmament leads to the problem of the optimal time control for a system described by the two Richardson linear differential equations. The problem is readily resolved by means of the Pontriagin maximum principle. An illustrative example is presented which clearly shows th…
