Faculty without Students: Resource Allocation in Higher Education
Colleges and universities display substantial differences in the ratio of students to faculty across fields or disciplines. At Harvard University, for example, economics has about 16 students majoring in the subject per full-time-teaching equivalent, while in other departments such as astronomy, Slavic, German, and Celtic, the number of teaching faculty exceeds the number of student majors. We begin by presenting some evidence on the extent of th…
The Role of Premarket Factors in Black-White Wage Differences
The authors regress young adult wages on current age and the score of a basic skills test that was administered over ten years earlier, when respondents were preparing to leave high school and embark on work careers or postsecondary education. Controlling for this one measure of premarket skill greatly reduces the measured black-white wage gap for young adults. The authors' results suggest that the black-white wage gap primarily reflects a black-…

Chanting Choristers: Simultaneous Recitation in Baltimore's Nineteenth-Century Primary Schools
In 1892 J. M. Rice reported in The Forum his observations of American urban public schools. The first article in the series was subtitled: Evils in Baltimore. The article began with a recounting of an arithmetic lesson in an advanced first grade. This lesson, Rice wrote, will indicate ... in what a soul-inspiring manner from one-fourth to one-third of the time is spent in the average primary school of the city during the first two years of school…

Inviting Conversations: The Holmes Group and Tomorrow’s Schools
The Holmes Group’s second major report, Tomorrow’s Schools, offers a radically different perspective on teachers and the role they might play in school reform than that put forth in their first report, Tomorrow’s Teachers (1986). In 1986 the university was considered the sole source of educational wisdom and teachers were expected to become conventional educational researchers in order to improve educational practice. In 1990 teachers are viewed …

Empowering Practitioners: Holmes, Carnegie, and the Lessons of History
The national discussion about the future of American education and the teaching profession continues with the 1986 publication of two major reports: A Nation Prepared: Teachers for the Twenty-first Century and Tomorrow's Teachers: A Report of the Holmes Group. These reports, by the Carnegie Forum on Education and the Economy and by the Holmes Group, respectively, agree that the key to educational improvement is to create a career ladder for teach…

The Trade-Off between Equality and Efficiency
This paper uses a 1976 microdata base to estimate the marginal cost of reducing income inequality with a policy that has distributional effects similar to the present tax-transfer system. The analysis uses a simulation methodology in which only the labor supply effects are evaluated; other behavioral effects are ignored. The most striking finding is that marginal cost is quite high even for modest labor supply elasticities. For example, in the be…

Vintage Effects in the Earnings of White American Men
T IME affects an individual's earnings in three ways. First, his earnings depend on his age and experience, as he acquires skills through experience or as his productivity changes during the aging process. Second, the rental rate on human capital varies over time with relative factor supplies, consumer demand, and technical change. Finally, workers in different cohorts may attain different earnings levels for a variety of reasons. Common experien…

Education and Professional Life Styles: Law and Medicine in the Nineteenth Century
BY THE END of the nineteenth century a period of formal schooling had replaced apprenticeship to a practitioner as the primary method of professional training and certification for American lawyers and doctors. In their public pronouncements leaders of these professional groups gave essentially similar reasons for this important shift. Lawyers and doctors commonly urged the formation of professional schools because such institutions, they argued,…
