This article discusses the principal recent developments in, and future prospects for, constitutional change, judicial review, fiscal arrangements, local government, public policy, and intergovernmental relations since the 1977 Publius issue on Australian federalism, taking into account the arguments presented in the other contributions to this volume. Individual Irrationality and Public Policy
In the context of a re-examination of the conceptual and political foundations of merit/demerit goods, this paper attempts to identify how far they might take us in understanding, explaining, and providing normative justification for, public sector intervention. If merit/demerit influences are to be discovered in actual policies they must be capable of being isolated, at least at the margin, from other policy influences, such as conventional sour…
Market Provision of Price-excludable Public Goods
The demand distribution is employed as a novel and powerful basis for analyzing monopoly provision of price-excludable public goods (and could be used to analyze other market structures or, in some circumstances, private goods provision). For (uniform) per-unit, all-or-none, two-part, and multipart pricing, we identify: Characteristics of revenue functions, relative profitability, and operational procedures for selecting price-output levels.
