  • A Generalized Index of Diversification

Frank M Gollop, James L Monahan•ARTICLE•The Review of Economics and…•1991

An index of diversification suitable for manufacturing plants and firms is defined as a function of product number, distribution, and dissimilarity. A novel feature of the index is its continuous treatment of product heterogeneity. Using "Census of Manufactures" data files, the index is constructed for each establishment and each enterprise surveyed in the 1963-1982 censuses. Results are reported at the 2-digit SIC level. While quantifying the up…

  • Cost-Minimizing Regulation of Sulfur Emissions

Frank M Gollop, Mark J Roberts•ARTICLE•The Review of Economics and…•1985

Environmental regulations set maximum allowable rates for sulfur dioxide emissions from electric utilities. By ignoring firm differences in marginal abatement costs and preventing emissions trading, these standards do not minimize the cost of reducing einissions. This paper estimates marginal abatement cost functions for 56 utilities for 1973-79. Marginal costs vary substantially across firms due to differences in the price of low and high sulfur…

  • Environmental Regulations and Productivity Growth

    Frank M Gollop, Mark J Roberts•ARTICLE•Journal of Political Economy•1983•Cited by: 25

This paper measures and analyzes the effect of sulfur dioxide emission restrictions on the rate of productivity growth in the electric power industry over the 1973-79 business cycle. A firm-specific measure of regulatory intensity is developed which depends on the severity of the emission standard, the extent of enforcement, and the unconstrained emission rate relevant to each utility. The results indicate that emission regulations result in sign…

  • A Microeconomic Model of Household Choice

    Open Access•Frank M Gollop, Jeffrey Marquardt et al.•ARTICLE•Law & Society Review•1981•Cited by: 2

This paper applies the methodology of economics to the analysis of resource allocation by households with actual or potential disputes. A model of household production of "legal welfare" is constructed. Household time and money investment decisions over time are analyzed within the household production framework. Finally, a simplified set of functions for measuring household demand for dispute resolution goods and services is presented and discus…

  • The Impact of the Fuel Adjustment Mechanism on Economic Efficiency

Frank M Gollop, Stephen H Karlson•ARTICLE•The Review of Economics and…•1978

Automatic fuel adjustment mechanisms (FAM), which allow utilities to charge higher rates as fuel costs increase, are shown to disrupt the balance of economic efficiency provided for by regulatory lag. A model is developed to analyze efficiency changes caused by asymmetrical inputs and to examine the economic implications of broadening FAM to include the cost of labor, supplies, and purchased power. The conclusions are reached that efficiency is p…
