Political representation in an era of income inequality and post-truth politics
Dispensing Charity
In deciding the means, levels, and targets of taxation and spending across third-sector organizations, governments seeking to increase social welfare should use fiscal concepts and indicators that can detect and grade the welfare consequences of their decisions. On these terms, charity, as its meaning has originated and evolved in common law, is a deficient fiscal concept: it is neither teleological nor gradational, and therefore can offer no gui…
Doing good better? The differential subsidization of charitable contributions
This article introduces the practice and theory of subsidizing at different rates the private financial contributions made to different categories of charitable or publicly beneficial civic activities. It describes and compares the practices by which eight governments apply differential subsidies, and then summarizes guidelines for their design that can be inferred from optimal tax and expenditure theory. It does this in the hope that differentia…
Managing Munificence
The navy of Athens during the democratic period (ca. 480-322 BCE) was largely financed and managed by wealthy citizens who undertook a public service, or liturgy, to maintain a warship for a year. With reference to a model of decisions made by the citizens eligible to undertake the liturgy, the author argues that the successive reforms to the institution were designed in ways and introduced at times to preserve its potential both to raise revenue…

The Origins of Biblical Law
Laws of Leviticus 19
The perplexing arrangement of the laws in Leviticus 19 invariably invites comment about their seeming lack of order. Scholars have used the miscellaneous character of the laws as evidence for their originating in different sources, times, and places, before finding a common location in Leviticus 19. Thinking that delineates source after source depends upon a misunderstanding of how lawgivers formulated biblical laws. A different picture emerges o…
Economic Conditions and the Popularity of the Incumbent Party in Canada
This study measures the effects of macroeconomic conditions upon the popularity of the incumbent party in Canadian federal general elections from 1945 to 1988. In so doing it uses a model similar to the retrospective voting models used in electoral studies in the United States. The results suggest that for the elections from 1945 to 1972, bad economic conditions preceding the election benefited the incumbent party. For the elections from 1974 to …

On Deuteronomic Legislation. Sparing the Mother Bird
Who but David Daube is able to look at matters seemingly trivial and insignificant and show how astonishingly revealing they are of some of the deepest longings of the human spirit? How interesting that with his impeccable academic record, his belonging over the years to the most august and elite institutions of learning, in a word, his connection with the Establishment, that his instinct for how things look to the lowly and the oppressed has com…
Marriage and the Samaritan Woman
The encounter between Jesus and the woman of Samaria is unique to the fourth gospel. Water symbolism and the true nature of worship constitute two major motifs that are woven into its narration. The meeting at the well touches off a discussion about water, and this discussion leads into one on worship. The connection between the two topics has not received hitherto a satisfactory solution, A. Guilding's work has the merit of recognizing the probl…
On Separating Life and Death
Certain biblical laws can be satisfactorily explained only on the basis of their concern to avoid a blurring of the two opposites, life and death. The famous prohibition against boiling a kid in its mother's milk (Exod 23:19; 34:26; Deut 14:21b) is to be explained in this way. In cases where the mother's milk was so used, an ancient observer must have noted that the milk that is naturally associated with the life of the animal was given a reverse…
