Diaspora at war
Drawing on theoretical frameworks from social movement studies, this article investigates the mobilization of the Ukrainian diaspora in the first 2 years of the full-scale aggression of Russia against Ukraine. Based on desk research and in-depth interviews with activists from Ukrainian organizations in France and Poland, the analysis demonstrates that, despite different political opportunities, the Ukrainian communities reinforced their political…
Refugee citizenship
This article argues for the use of refugee citizenship as a concept to analyse the kind of citizenship sought after, and experienced, by refugees in a protracted situation who want to retain some aspects of refugeehood in order to continue to fight for an endangered homeland. It is based on fieldwork conducted in 2019 with young Tibetans in Toronto who refer to themselves as Tibetan-Canadians or Canadian-Tibetans. Their experience of a dual affil…
Introduction. From Diaspora Politics to Host-society Politics
This Special Issue on the political mobilization of South Asian migrants is the outcome of a series of collaborative projects which started in 2019: a panel convened at the annual convention of the Association for the Study of Nationalities (ASN) at Columbia University (New York); a conference cycle organized at Université de Paris (CESSMA); and a panel proposed for the annual conference of the British Association for South Asian Studies (BASAS),…
Political Activism in Canada
This article investigates the political mobilization of Tibetans in Toronto. I develop the hypothesis that Tibetans in Toronto who enter into local politics are already politicized, which facilitates the transition from activism within the Tibetan community to activism in Canadian society. To explore this transition from an inward- to an outward-looking type of mobilization, I draw on theoretical insights about the political integration of migran…
To be or not to be a refugee? Reflections on refugeehood and citizenship among Sri Lankan Tamils in India
This article looks at citizenship from a position of liminality – that of Sri Lankan Tamils in India. It is based on fieldwork conducted with different groups of Sri Lankan Tamil refugees and repatriates in and around Keezhputhupattu camp (Tamil Nadu), in Ceylon Quarter (Pondicherry) and in Chennai. No matter what their legal status is, they all position themselves on the refugee-citizen spectrum and, by doing so, they find themselves standing in…
Afghan refugees in Indo-Afghan relations
When Afghans started fleeing abroad in the aftermath of the Saur Revolution of April 1978, Pakistan and Iran were the main countries of destination, but some Afghans also fled to India. This article offers new insights into one under-studied aspect of Indo-Afghan relations: population movements. What place have Afghan refugees occupied in Indo-Afghan relations (both formal and informal) from the Saur Revolution to the present? This article examin…
Being a Tibetan Refugee in India
Symbol and power
This article originated in a brief but inspiring analysis by Margaret Nowak. Nowak used Sherry Ortner's concept of ‘summarising symbol’ to imply that, much the same way as the American flag was the epitome of the United States to each and every American, the Dalai Lama encompasses everything Tibetan to the Tibetan people. What does this comparison say about the Dalai Lama? I examine the relationship between symbol, power and charisma with Tenzin …

Tibetans in Europe
This article, mostly based on the information given to the authors by representatives of Tibetan Communities in Europe, focuses on Tibetans in Europe. It tackles the difficult question of statistical data before addressing the current situation of Tibetans in Europe, and more specifically in Switzerland, France and Germany, which constitute very different cases, both in terms of the socio-economic positions held by the Tibetans and in terms of th…
Reinterpreting the Past or Asserting the Future? National History and Nations in Peril - The Case of the Tibetan Nation
In this paper, I will explore the idea that the importance of the past tends to become overwhelming when the nation is in peril. The Tibetan nation is one of those nations which is, or thinks it is, in peril; hence, I contend, its constant need to assert its existence. I intend to examine how the history of Tibet has been transformed into a national history by discussing key historical events and relating them to the Tibetan interpretation as it …
