  • The Price of Protection: Exploring How Transnational Drug Traffickers Influence Politics

Open Access•Daniel Barker Flores, Gustavo Duncan•ARTICLE•European Journal of Sociology•2026

Continually confronted with myriad threats, transnational drug-trafficking organizations (TDTOs) employ different strategies to mitigate risk. In this article, we focus on the political consequences of these risk-mitigation strategies, and offer a theoretical framework through which to understand them. We start from the premise that TDTOs are not inherently political actors. Nonetheless, as illegal enterprises with access to considerable financia…

  • State-Building in the City: An Experiment in Civilian Alternatives to Policing

Open Access•Christopher Blattman, Gustavo Duncan et al.•ARTICLE•American Political Science Review•2026•References: 38

We helped design and evaluate a statebuilding intervention in Medellín, Colombia. The municipal government dramatically intensified nonpolice state presence in 40 neighborhoods over 20 months. On average, perceptions of security and legitimacy changed negligibly, suggesting that returns to statebuilding investments are generally low, at least within electoral cycles. Prespecified heterogeneity analysis, however, reveals significant increases in s…

  • Trust of demobilized combatants: Overcoming fear or becoming familiar

    Open Access•James Meernik, Diego Esparza et al.•ARTICLE•Social Science Quarterly•2023•Cited by: 2•References: 34

Background One critical challenge facing postconflict societies concerns the reintegration of former combatants as productive members of society. Public trust in the legitimacy of a peace agreement is a critical component of rebuilding the economic and social foundations of a war‐torn nation. Objectives We argue that the levels of trust of former combatants and confidence in their effective demobilization depend on two critical features of the po…

  • Beyond 'plata o plomo': Drugs and State Reconfiguration in Colombia

    Open Access•Gustavo Duncan•BOOK•Beyond 'Plata o Plomo'•2022

This Element introduces the concept of oligopoly of coercion to interpretate the interaction between drug trafficking and reconfiguration of the state in Colombia. Three elements are central to this interpretation: corruption in oligopolies of coercion must be understood as a payment by drug traffickers for acting like a parallel state; the state criminalizes more drug as merchandise than drug as capital – its equivalent in money; the politics an…

  • Oligarquía, poder político y narcotráfico en Colombia: Los casos de Medellín, Santa Marta y Muzo

    Open Access•Juan David Velasco, Gustavo Duncan et al.•ARTICLE•Colombia Internacional•2018•Cited by: 3•References: 8

The following article introduces the concept of “dilution” to show that the emergence of narcotics-trafficking and the territorial advance of paramilitarism in Colombia did not imply a total collapse or complete replacement of the traditional oligarchies. Instead, the events followed three different paths: the first was found in the big cities, where the capital from drugs and the armed conflict did not affect the relative wealth of the tradition…

  • Drug Trafficking and Political Power: Oligopolies of Coercion in Colombia and Mexico

    Open Access•Gustavo Duncan•ARTICLE•Latin American Perspectives•2014•Cited by: 14•References: 8

Case studies of drug trafficking in Colombia and Mexico illuminate the effects of mafias on the relationship between political power and the social order. First, in addition to extracting income, mafias seek to impose social orders in peripheral spaces of society, mainly as an unintended consequence of the most obvious reason for their intervention in politics: to provide immunity to criminals facing potential threats of state repression. This ob…

  • Colombia: Un Panorama Menos Confuso

    Open Access•Margarita Batlle, Gustavo Duncan•ARTICLE•Revista de ciencia política•2013•Cited by: 2•References: 1

    Open Access•Gustavo Duncan•ARTICLE•Co-herencia•2013•Cited by: 6•References: 2

    Open Access•Gustavo Duncan•ARTICLE•Colombia Internacional•2008

The X factor in price cap systems is useful to identify the inefficiencies of the costs of port services. However its determination can be controversial and rife with risks due to the asymmetry of information. In this article, a model is proposed to set the X factor with the maximum tariff schema based on the Data Envelopment Analysis (DEA). With this tool it is possible to estimate the efficiency rate of the different elements of a group of deci…
