Governing Disasters: The Challenges of Emergency Risk Regulation ‐ Edited by Alberto Alemanno
The Eu's Response to 9/11: A Case Study of Institutional Roles and Policy Processes with Special Reference to Issues of Accountability and Human Rights
The challenges of 9/11 required a wide ranging response across all three of the broad divisions of EU policymaking competence: the economic and monetary union, common foreign and security policy and internal security. Policing Economic Transition and Increasing Revenue: A Case Study of the Federal Tax Police Service of the Russian Federation 1992–1998
THE TURMOIL IN THE ECONOMY of the Russian Federation during 1997-98 has particularly highlighted the problems of non-payment of taxes as a contributory factor in the crisis. Whilst the situation is undoubtedly a political and economic crisis, it would not normally be thought of as a general problem for police agencies, although, of course, police agencies could be expected to have duties in respect of any consequent public order problems or in ca…
Policing transition in Europe: The role of Europol and the problem of organized crime
The European Union has developed a wide‐ranging system of law enforcement co‐operation which includes a European Union Police Office (EUROPOL). The member states have identified organized crime as a key area for common policies and for EUROPOL's involvement. The implications of these common policy provisions for membership candidate countries from Central and Eastern Europe is examined. Questions are raised on shared crime control priorities, the…
The United Nations provision of policing services (Civpol) within the framework of ‘peacekeeping’ operations: An analysis of the issues
The United Nations has recently made increased use of contingents from the civil police forces of member states in peacekeeping and humanitarian aid operations. These contingents form the CIVPOL element of an operation and have specific duties under operational mandates. This analysis distinguishes between non‐intrusive CIVPOL mandates (eg Cyprus) and intrusive CIVPOL mandates (eg Cambodia) and examines the conceptual and practical problems of po…

The British police and terrorism
The police response to terrorism in England, Wales, and Scotland is considered with special emphasis on the necessity for good police‐public relations in a democratic state. Legal and organizational developments related to preventing terrorism are evaluated by reference to the traditional view of the police and the police functions in Britain.
