Trends—Tolerance in the United States
Recent survey data illustrate growing tolerance of various traditionally unpopular groups and their rights to teach, speak publicly, live near us as neighbors, and have their books reside in public libraries. Gay and lesbian people perhaps have enjoyed the largest shift in tolerance during the past decade and a half, though other groups have come to enjoy greater acceptance as well. This article presents trend data regarding public attitudes towa…

The Welfare Debate
Welfare politics have now been part of American life for four centuries. Beyond a persistent general idea that Americans have a collective obligation to provide for the poorest among us, there has been little common ground on which to forge political and philosophical consensus. Are poor people poor because of their own shortcomings and moral failings, or because of systemic societal and economic obstacles? That is, does poverty have individual o…

Living, Learning, and Teaching Anti-Poverty Policies: Reflections on an Undergraduate Travel Course
It has been attributed to Mark Twain that he once said no one would do anything if they knew what they were in for. Assuming that most people are risk averse, most people will not gladly expose themselves to experiences or conditions that seem unusually difficult or challenging. With this notion in mind, I have led students through an intellectually, emotionally, and sometimes physically challenging course on urban poverty and social policy. Afte…
Social Security and Medicare
With the retirement of baby boomers set to begin within a decade, concerns about the solvency of the two pillars of social insurance in the United States have gained heightened scrutiny in recent years. Social Security, created in 1935, and Medicare, added in 1965, unarguably have nurtured widespread expectations that the federal government bears an obligation to care for the elderly. Much of the public, however, is not attentive to funding arran…

Looking Inward, Looking Outward: The Politics of State Welfare Innovation under Devolution
Looking Inward, Looking Outward: The Politics of State Welfare Innovation under Devolution
Theories of federalism supporting the devolution of welfare policy to the states suggest that the removal of national policy controls will allow states to tailor-make welfare policy to fit local needs and preferences. These theories predict that state policymaking under devolution will respond mostly to state-specific factors. Alternative theories of federalism suggest that devolution will increasingly expose states to national and interstate pre…

This article reports findings from a survey of 257 state officials involved in public assistance policymaking in the American states during the early to mid‐1990s. Respondents were asked to comment on the impetus for welfare reform, on methods employed to gauge public preferences, and on sources of policy ideas. These officials, including state legislators, social service agency directors, and senior advisors to governors, revealed a variety of f…

Searching Presidential Documents On-Line: Advantages and Limitations
Along with the need for heightened skills in managing huge amounts of information, the use of new electronic resources requires its own caution: researchers should not allow the ease of information gathering to tempt them to rely exclusively on these electronic sources.
