Regional Cooperation and Competitiveness in the Western Balkans
This article argues that industrial policies and strategies towards skill formation are key to improving productivity, competitiveness and growth in the Western Balkan region. It demonstrates the emergence of alternative growth models, namely (i) FDI-led growth with less attention to labour force skills and (ii) skills-led growth with less attention to attracting low-technology FDI. The authors discuss the options for a more balanced approach to …
Introduction
This introductory essay situates the papers in this Thematic Section within the background of social policy development in the Western Balkans during the long period of transition following the break-up of former Yugoslavia. We identify three stages of transformation of social protection policies. The first, in the 1990s, was characterised by a continuation of the Yugoslav legacy of social insurance, while many work-based benefits were lost durin…
Foreign Direct Investment and Backward Spillovers in the Western Balkans
This article investigates how regional supply chains support the Western Balkans’ economic growth. It first identifies the role of the cefta free trade agreement in expanding the size of the local market and opening up regional trading opportunities. It recounts how the larger market and specific industrial policies have attracted foreign direct investment ( fdi ) to the region in recent years. It analyses how these two factors have combined to g…
International assistance, donor interests, and state capture in the Western Balkans
Despite the enormous inflow of international assistance to the Western Balkans over the last 25 years, the intended state-building efforts have only had partial success and great concerns have been raised over the problems of state capture, weak governance, poor rule of law and widespread corruption at a high level throughout the region. The paper identifies the patterns of international assistance and examines the extent to which donor aid alloc…
The UAE as an Emerging Actor in the Western Balkans
In recent years, the United Arab Emirates (UAE) has increased its engagement on the international stage. One area where it has been increasingly active is the Western Balkans. While its aid programmes were initially directed towards Albania, it has also started to invest in Bosnia and Herzegovina, Kosovo, Montenegro and Serbia. This paper focuses mainly on the last of these: UAE commercial investment in Serbia. As is shown, this activity has been…
A Comparative Perspective on Institutional Quality in Countries at Different Stages of European Integration
The paper investigates changes in institutional quality in countries at different stages of European integration over the seven‐year period from 2004‐11. Debt in the super-periphery
The article covers the evolution of external and public debt in six Western Balkan countries in the context of their regional position as a super-periphery of the EU. Stemming from the core-periphery relationship, we find that the region’s external and public debt position has increased to alarming levels since the onset of the economic and financial crisis of the eurozone. In response to the crisis effects, international financial institutions a…
Agenda‐setting for VET policy in the Western Balkans
For the last decade, the Western Balkan countries have sought to modernise their vocational education and training (VET) systems, adapting them to the needs of their emerging market economies. Within the framework of the EU accession process, the policy agenda for VET policies has been strongly influenced by a range of international and domestic policy entrepreneurs. This complex policy process has given rise to tension between policies that seek…

Poverty and Exclusion in the Western Balkans
The Deepening Crisis in the European Super-periphery
In this paper we argue that the Western Balkans form part of a 'super-periphery' of Europe, being highly vulnerable to the effects of the Eurozone crisis, yet lacking support from the European Union (EU) bail out funds and policy instruments that are available to ease the impact of the crisis on the 'peripheral' EU member states. In the Western Balkans the crisis has been transmitted through several channels including exports, remittances, foreig…
Obstacles to Evidence‐based Policy‐making in the EU Enlargement Countries
The global economic crisis has had a significant impact on the EU enlargement region by reducing inflows of external finance. Unemployment has increased in a context of already high long‐term and youth unemployment. As governments seek to restrict their budget deficits there will be little scope for much increase in government expenditure in the near future. These effects of the crisis highlight the need for better policy‐making in the region, dr…

Over the last twenty years, numerous international assistance programmes have aimed to provide support for reconstruction and assist the policy reform process in the Western Balkans. In this context, concerns have arisen that poor government policies and inadequate donor coordination have reduced the effectiveness of such assistance. The paper discusses the sources of policy success and policy failure of such international assistance programmes w…

In this chapter, we pull some of the material together in an attempt to make a preliminary assessment of the likely impact of quasi-markets in welfare provision and to discuss possible p…
