In this paper, we suggest a typology for distinct types of self-management, based on who carries out the administration and operation of the irrigation system: specialized staff (bureaucratic) or the irrigators themselves (non-bureaucratic). This article reviews the debates about the "hydraulic theory" of sociocultural evolution, particularly with regard to the controversial implications of the causal connections between irrigation and the nature of social organization. It also examines the role of current irrigation systems, such as those of northern Acolhuacan, in light of the questions raised by that debate
