The contentious role of civil society in reconstituting democracy in the European Union
Assuming that an EU supportive civil society is neither a preconditions nor a “quantité négligeable” in the EU's struggle for a democratically legitimate constitutional settlement, the article explores the contentious role of civil society in the EU's “would-be democratic” polity, arguing that this offers opportunities for European political information and reasoned communication that provide uninformed and disgruntled citizens with democratic al…
Civil society and the reconstitution of democracy in Europe
The article maps new developments in the interdisciplinary research field of European civil society. From the angle of the reconstitution of democracy in the EU, it reviews recent contributions from political science, sociology and law. All share the concern with the pervading empowerment of the institutions of European multi-level governance. But each approaches the question of the democratizing and legitimizing potential of civil society beyond…
The European Citizenship Paradox
This article sheds light on the ‘European citizenship paradox’, which emerges as a result of the tensions between EU citizenship norms and member‐state practices in the context of regional disparities and social inequalities that market integration arguably deepens. The essay explores this question for one of the traditional "male breadwinner-female caretaker" gender policy regimes in the EU-the case of Germany. Since German women's employment status is behind the status of women in many other EU countries, it has been expected that the impact of European (EC) equal…

Im Schatten demokratischer Legitimität
Gender politics in the European Union
This article starts with the observation that in the context of extremely heterogeneous gender regimes within and among EU member states, the European Union is progressively institutionalizing equality policy at the supranational level. The argument advanced to explain the puzzle as to why gender policy development in the EU apparently escapes the ‘joint decision trap’ (Scharpf 1988) highlights gender differences in public EU support. It is claim…
