Subnational Climate Leadership Dynamics Among Under2 Coalition Members
This series explores the formal organisation of sub-national government and democracy on the one hand, and the necessities and practices of regions and cities on the other hand.In monographs, edited volumes and Palgrave Pivots, the series will consider the future of territorial governance and of territory-based democracy; the impact of hybrid forms of territorial government and functional governance on the traditional institutions of government a…
Learning Networks Drive Environmental Innovation
Contaminants of emerging concern, including pharmaceuticals and industrial chemicals, threaten water quality globally. In the European Union (EU), until the adoption of the revised Urban Wastewater Treatment Directive in 2024, a regulatory gap had left the member states and the municipalities in them without binding removal standards. Nonetheless, cities in the German state of Baden‐Württemberg had voluntarily upgraded wastewater treatment plants…
Forests in the Spotlight
The adoption of the proposal for an EU Nature Restoration Regulation (EU-NRR) in 2022 sparked controversial debates across environmental policy domains. The intensity of debate during the ordinary legislative procedure was evident in the numerous amendments and close voting outcomes within the EU legislative institutions. Although the multi-level and multi-sectoral nature of the EU environmental policy arena provides numerous opportunities and ve…
Moralization in Policy Narratives
In this study, we examine the process of moralization—defined as the use of moral values to mobilize support for or against policy proposals. Specifically, we investigate how political parties strategically employ moralization to influence policy processes, varying their approach depending on their political ideology and institutional position. We address several key questions: How do policy actors integrate moral values into policy narratives? D…
Local preferences for the adoption and modification of climate policy instruments under a radical left government
Politicians and climate change
Politicians' engagement with climate change is the focus of an emerging literature, but this research has not been subjected to systematic analysis. To address this important gap, we perform a systematic review of 141 articles on politicians and climate change published between 1985 and 2021. We find a growing research area; almost half of the articles were published after 2018. Existing research is fragmented and focused on a small number of dem…
Attributing responsibility to farmers for environmental protection and climate action
The attribution of responsibility is an important aspect of democratic government and governance. This study is interested in explaining variation in the responsibility that the public attributes to farmers for tackling climate change and environmental degradation. It analyzes data for respondents based in the 27 member states of the European Union as offered by a special issue of the Eurobarometer. Theoretically, the study postulates that if ind…
Shaping multilateral regional governance of climate and forests
This study aims to characterise the institutional dynamics of Multilateral Regional Governance Arrangements at the Climate-Forest Interface (MRGA-CFI) and investigate the influence of the forest industry lobby groups on state participation in these arrangements. We use an original dataset to characterise the issue scope, spatial ambit, and governance functions of MRGA-CFI. State participation in these arrangements is modelled as a function of the…
Climate Action through Policy Expansion and/or Dismantling
Elected politicians and civil servants are key in developing climate policy. The articles in this special issue investigate factors that induce politico-administrative actors to adopt climate policies and dismantle anti-climate policies to advance decarbonisation. Politico-administrative actors have predominantly expanded climate policy and raised policy ambition in recent decades. However, economic crises and weakening public support may cause d…
Europeans’ Attitudes Toward the Goals of Agricultural Policy
Is there a rural–urban divide in citizens’ views on European Union agricultural policy? We argue that the place of residence influences a person’s attitude toward agricultural policy issues. More precisely, we postulate that rural populations are less likely to view environmental and climate action, and sustainable food production as key objectives of agricultural policy; instead, we hypothesize they are more likely to indicate job growth in rura…
Does China have a public debate on genetically modified organisms? A discourse network analysis of public debate on Weibo
We examine stakeholder participation in the online debate on genetically modified organisms in China and assess how the debate has changed over time. Therefore, we compare messages posted between 2013 and 2020 on the Chinese microblog website Weibo by using discourse network analysis. Our findings reveal strong opposition to genetically modified crops, along with the existence of two competing coalitions of supporters and opponents. We further ob…
Climate Policy Ambition
National policy ambition plays a central role in climate change governance under the Paris Agreement and is now a focus of rapidly emerging literature. In this contribution, we argue that policy ambition can be captured by the level of national policy activity, which in accordance with the existing literature should be referred to as “policy density.” In this study, we measure climate policy density by drawing on three publicly available database…
Constructing policy narratives for transnational mobilization
One of the European Union (EU) institutions’ responses to the alleged “democratic deficit” in the EU is the introduction of the European Citizens’ Initiative (ECI). The ECI provides an agenda‐setting tool accessible to different advocacy groups. This study investigates the narrative strategies of ECI organizers to mobilize citizens across the EU. Which storytelling characteristics are present in the policy narratives used by ECIs? To address this…

Comparing Discourse and Policy Network Approaches
To understand how actors make collective policy decisions, scholars use policy and discourse network approaches to analyze interdependencies among actors. While policy networks often build on survey data, discourse networks typically use media data to capture the beliefs or policy preferences shared by actors. One of the reasons for the variety of data sources is that discourse data can be more accessible to researchers than survey data (or vice …

Mobilization in the European Public Sphere
The objective of this study is to investigate the extent to which supporters and opponents at the European Union (EU) level strive to mobilize the public with regard the issue of genetically modified organisms (GMOs). To this end, it addresses two research questions: First, to which concepts do GMO opponents and supporters refer when seeking to mobilize the public? Second, do GMO opponents and supporters differ in the coherence of the concepts th…
