Foreign aid and power play
This paper examines the existence of political cycles in the awarding of World Bank procurement contracts around elections. We analyze elections in the home country of firms winning these contracts, distinguishing between firms based in the aid recipient country (i.e., domestic firms) and those from other supplier countries (i.e., foreign firms). Our findings indicate that domestic firms are more likely to secure larger contracts around elections…

Do migrants adopt new political attitudes from abroad? Evidence using a multi-sited exit-poll survey during the 2013 Malian elections
In this article, we examine whether migration experience provides an opportunity for Malian migrants to learn and adopt new political values and norms, and whether this translates into different attitudes towards domestic politics and institutions. We use a multi-sited exit-poll survey which was conducted during the Malian 2013 presidential election in Mali, France, and Côte d’Ivoire to investigate whether Malian migrants have different perceptio…
Migrants' Home Town Associations and Local Development in Mali
We explore the impact of migrants' Home Town Associations (HTAs) on the provision of public goods in Mali. We combine an original dataset on all the HTAs created by Malian migrants in France from 1981 with census data on public goods in all Malian villages since 1976, and we run double‐difference estimations to compare villages with and without an HTA, before and after the creation of the HTAs. We find robust evidence that the provision of school…
Do return migrants transfer political norms to their origin country? Evidence from Mali
Aid, Remittances, Medical Brain Drain and Child Mortality
This article analyses the respective impact of aid, remittances and medical brain drain (MBD) on child mortality using panel and cross-country quintile-level data on respectively 84 and 46 developing countries. Our results show that remittances reduce child mortality while MBD increases it. Health aid also significantly reduces child mortality but its impact is less robust than the impact of remittances. Remittances seem to be more effective in r…
Paradise Lost
Globally, state failure is hugely costly, in terms of lost output and the high costs imposed by failing states on their neighbours. This paper examines the cost of failing states in the Pacific. The Pacific region differs from other regions: since its countries are islands the neighbourhood spillovers that normally generate these costs do not apply. The cost of state failure for an island is much lower than for other states, but state failure is …
What are the Preconditions for Turnarounds in Failing States
This paper analyzes the preconditions for sustained policy turnarounds in failing states. Our dependent variable is the probability of the commencement of a turnaround that eventually becomes both sustained and substantial. We focus upon the explanatory variables of resource rents, education, and aid, distinguishing between finance and technical assistance. Overall, we find that these variables have significant and large effects on the duration o…
This paper proposes an econometric analysis of the effects of three kinds of socio-political instability ? violent, social and elite ? on foreign aid allocation. Arellano and Bond [1991] application of the generalized method of moments estimations show that the effect of socio-political instabilities on aid allocation depends both on the kind of instability and on receiving countries? characteristics (whether the receiving country is a low income…
Aid and Performance
Two visions of aid effectiveness and allocation are compared. The first, corresponding to the new aid paradigm, argues that aid is only effective if domestic policies are appropriate. The second, in contrast, argues that aid effectiveness depends on the external and climatic environment: the worse this environment, or the more vulnerable the recipient countries, the greater the effectiveness of aid. Cross-sectional econometric tests related to GD…
