Do (too many) elections depress participation? How the position, frequency and nature of domestic ballots affect turnout in European Parliament elections
In Europe, the multiplication of elections makes the election calendar a decisive issue given the decreasing participatory trend. Turnout is expected to be higher in simultaneous elections, while it lessens if several elections are held over a short period. The saliency of the preceding ballot may also affect participation in the next one. In this article, we argue that these temporal effects are crucial for European Parliament elections due to t…
Not so weak after all: Institutional and partisan sources of parliamentary resilience in France and Finland during Covid
During crises, executives are empowered at the expense of legislatures. This applied also to the COVID period. Focusing on two stable yet different European democracies, France and Finland, this article examines the internal and external factors affecting the ability of parliaments to control the executive during the pandemic. The empirical analysis considers institutional developments affecting parliaments as well as the behaviour of MPs. The be…
Patterns of democracy and democratic satisfaction: Results from a comparative conjoint experiment
This study presents the results from a series of conjoint experiments evaluating how the various components of political systems affect citizens’ satisfaction with democracy (SWD). Compared to earlier studies, our approach is unique in that we were able to disentangle the effects of otherwise highly collinear variables corresponding to three defining features of any political system, namely (1) access to power, (2) the policy‐making process and (…
Great minds think alike? A new measure of MEPs–voters congruence following the 2019 European Parliament elections
Do citizens and Members of the European Parliament agree on the format and future of the EU? While the literature has emphasized the gap between pro-European elites and increasingly Eurosceptic electorates, this article relies on a novel dataset to explore the implications of measures of such (in)congruence at the EU level. We compare the preferences of elected representatives and of voters on a wide range of issues: democracy at the supranationa…

A disruptive moment? Parliaments, Brexit, and the future of European integration
The withdrawal of the United Kingdom from the European Union (EU) does not only challenge the idea of an ever-deeper integrated union; it also calls into question the very principles on which the European political order has been established. Against this backdrop, the contributions of this Special Issue set out to analyse how parliaments, that is political institutions at the core of democratic systems, have positioned themselves towards and rea…

Voters’ Knowledge of Their Representatives: The Direct and Conditioned Effects of Parliamentary Work
This article examines factors that influence voters’ knowledge of their representatives, a key element in securing the responsiveness and accountability of parliamentarians. We argue that the parliamentary work of MPs (Members of Parliament) benefits incumbents through increased name recall, and that this relationship is conditional on: the incumbents’ candidacy; the voters’ political competence; and their ideological proximity with their represe…
Les questions des députés européens à la Commission européenne et au Conseil depuis 1979 [There is no such thing as a stupid question? Questions from MEPs to the Europ…
This article analyzes questions from the European parliament (EP) to the Commission and Council of Ministers of the European Union (EU). The exponential increase in the number of questions since the first direct election of the EP in 1979 is testimony to the changing pattern of inter-institutional relations in the EU and to the growing involvement of the EP in a variety of policy areas. At the individual level, the members of the EP strategically…
Voters reward hard-working MPs: Empirical evidence from the French legislative elections
This paper studies the relationship between incumbent MPs’ activities and their electoral fortune. We address this question in the context of the French political system characterized by an executive domination, a candidate-centered electoral system, and an electoral schedule maximizing the impact of the presidential elections. Given the contradictory influence of these three institutional features on the relationship between MPs’ activities and …

Who Cares About the EU? French MPs and the Europeanisation of Parliamentary Questions
This study is based on the idea that the effective involvement of national parliamentarians in European Union (EU) affairs is as important for the capacity of national parliaments to adapt to the consequences of European integration as the elaboration of new institutional mechanisms. It therefore investigates the attention given to Europe in parliamentary questions as an indicator of the Europeanisation of the French National Assembly. Have Frenc…

The Creation and Transformation of Regional Parliamentary Assemblies: Lessons from the Pan-African Parliament
This article analyses the genesis and recent evolution of the Pan-African Parliament (PAP), one of the key institutions of African integration. Based on theories relating to the European Parliament, it argues that the dynamics surrounding the establishment of the PAP result from a blend of internal and external factors. On the one hand, the decision to create a PAP can be traced back to the problems of the Organisation of African Unity and to the…
