Digitization Without Digital Evidence
States and asylum seekers are at the centre of rapid digital innovation in surveillance, mobility, welfare and identity. Why do some states rush to digitalize asylum systems, while others do not? Why is the pace and form of digitalization within countries uneven within asylum agencies? In this article, we examine drivers of the digitalization of the Swedish state, in particular uneven digitalization within the Swedish Migration Agency (Migrations…
Matching Systems for Refugees
Matching Systems for Refugees
Executive Summary 1 Design of matching systems between refugees and states or local areas is emerging as one of the most promising solutions to problems in refugee resettlement. We describe the basics of two-sided matching theory used in a number of allocation problems, such as school choice, where both sides need to agree to the match. We then explain how these insights can be applied to international refugee matching in the context of the Europ…
The International Refugee Match
There is an urgent need to overcome the political deadlock preventing states substantively participating in burden-sharing in the international refugee regime, and, in particular, finding solutions to the European refugee crisis. We propose a centralised clearinghouse -a 'two-sided matching system' -to match refugees with states. Drawing on the success of matching in domains, such as education and healthcare, we outline the principles underlying …
The Local Refugee Match
Once refugees are granted protection in a particular host country, there is little concern about where in that country they are settled. Yet this matters enormously for refugees’ chances to prosper in the new country and for the willingness of the local community to welcome them. We propose a centralized clearinghouse—a ‘two-sided matching system’—to match refugees with localities. Drawing on the success of matching in domains such as public scho…
Mobilising the Diaspora
Over half the world lives under authoritarian regimes. For these people, the opportunity to engage in politics moves outside the state's territory. Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the…
Victoire in Kigali, or
This article brings together the literature on 'electoral authoritarian regimes' with the sub-fields of diaspora studies and transnationalism to evaluate the potential of political parties in exile to be forces for positive change in Rwanda. With this in mind, the article asks one simple question: is the participation of the Rwandan opposition in exile in electoral processes back home likely to be a positive force for change? It concludes that, i…
Enhancing a Short Measure of Big Five Personality Traits With Bayesian Scaling
A study in a university clinic/laboratory investigated adaptive Bayesian scaling as a supplement to interpretation of scores on the Mini-IPIP. A “probability of belonging” in categories of low, medium, or high on each of the Big Five traits was calculated after each item response and continued until all items had been used or until a predetermined criteria for the posterior probability has been obtained. The study found higher levels of correspon…

Optimal Number of Questionnaire Response Categories
Two multi-instrument investigations in a university clinic/lab provided an opportunity to explore the impact of reducing the number of response alternatives in a scale measuring vocational personality traits. In a simulation study, a standard computer-based administration provided a numeric scale for each item ranging from 0 to 10. The tests were then rescored to simulate the effect of only three choices. For the follow-up study, two versions of …
Single-Case Time Series With Bayesian Analysis
This article illustrates a simplified time series analysis for use by the counseling researcher—practitioner in single-case baseline plus intervention studies with a Bayesian probability analysis to integrate findings from replications. The C statistic is recommended as a primary analysis tool with particular relevance in the context of actual practice
Cultural Diversity and the NCATE Standards
As teacher-education programs across the United States seek to comply with the National Council for Accreditation of Teacher Education (NCATE) standards to provide accountability and improve teacher preparation, they are challenged by two NCATE standards in particular: composition of candidates for licensure and the composition of the faculty. This article describes 1 large university's activities during the last 10 years in their attempts to inc…
Trinitarian Thoughts on Descending into the Grand Canyon
“The Grand Canyon is ... a cauldron of death, symbol of creation's bloody chalice. Its restless sides teem with life, propelled by an insatiable drive to endure, indeed, to prevail. Wind, river, clutching root-fingers of trees, lean varmints in crouched determination—all are sister-brothers in the surging restlessness. ... [H]ere one can sense strangely that consciousness is not alien, but a breakthrough—within and for the whole. Ironically, whil…
Bayesian Interpretation of Test Reliability
A Bayesian alternative to interpretations based on classical reliability theory is presented. The central issue in reliability is defined as the extent to which a test score can predict itself, rather than a hypothetical true score. Procedures are detailed for calculation of a posterior score and credible interval with joint consideration of item sample and occasion error
Some Implications of the Sixteen Personality Factor Questionnaire for Marital Guidance
This article provides a procedurefor integrating personality testing in the marriage counseling process, a behavioral modelfor interpretation of the results, and research implications of such testing. It is suggested that the personality testing can facilitate behavior modification procedures while also adding to the empirical data base for marital therapy. Specific suggestions for administration, interpretation, and research are included
