Who Benefits from Costa Rica's Climate Change Response Policies
Multilateral Cooperation in Northeast Asia
This paper examines multilateral cooperation in Northeast Asia (NEA) through the Greater Tumen Initiative (GTI) as a case of micro-regional cooperation. Drawing on functionalism and micro-regionalism, it explores how cooperation spillover from nonpolitical to political spheres can be facilitated by considering participant diversity, agenda comprehensiveness, and the complexity of cooperation. There is an overall positive trajectory of change as t…
Conceptualizing Digital Sanctions as a New Type of Economic Sanctions in the Digital Era
In the era of digital transformation, the structure and application of economic sanctions have evolved, expanding from traditional trade embargoes to sophisticated digital and financial sanctions. The recent conflict in Ukraine triggered a spectrum of responses from the Western powers, targeting Russia’s digital sectors. The sanctions include restrictions on quantum computing, IT services, manufacturing, aerospace technology, and other measures t…
Cash-based aid and civil war violence
Why do some aid projects in conflict environments improve the welfare of local communities and reduce insurgent violence, whereas other projects place them in greater danger? This study investigates this question by testing the effects of aid projects on the intensity of civil war using subnational data on violence and service provision in Myanmar (2012–2020). We find that small-scale, cash-based aid projects significantly reduce battlefield viol…
Are smart sanctions smart enough? An inquiry into when leaders oppress civilians under UN targeted sanctions
Why do some UN targeted sanctions (or “smart” sanctions) cause collateral damage to the general population, while others minimize it? We suggest the scope and the effectiveness of smart sanctions, as well as the political institutions of target countries, are critical determinants of sanctions’ adverse effects on human rights. Leaders targeted by sanctions with a broad scope will have a greater incentive to oppress people to ward off potential su…
The clean development mechanism (CDM) as a financial platform for North Korea's development
This research examines the clean development mechanism (CDM) in order to overcome the limits that exist in the conventional financing methods for North Korea's development. In examining North Korea's CDM projects implemented thus far, it is found that the use of the CDM as a financing platform for North Korea's development is taking place at a very low level. However, if North Korea applies this framework effectively, it can expect additional fin…
Norms and Realities of Applying the Aid Discourse on Fragile States to North Korea
This article aims to identify aid discourses as applied to the North Korean case, and examines whether or not international assistance has been promptly delivered. The aid discourse on fragile states in accordance with the New Deal, which focuses on strengthening a recipient country's foundation of development by alleviating its fragility, is deemed to be the relevant discourse because the international community considers North Korea to be a fra…
