What roles do civil society organizations play in monitoring and reviewing the Sustainable Development Goals? An exploration of cases from Ecuador, Colombia, and Argentina
The UN 2030 Agenda and its Sustainable Development Goals (SDGs) constitute an international roadmap to end poverty, revert environmental degradation, and fight socio-economic inequalities. Subnational Patterns of Participation: Compulsory Voting and the Conditional Impact of Institutional Design
Cross-national studies of turnout find that compulsory voting has the strongest impact on participation, boosting turnout by 10 to 18 percent. We argue that in the absence of compulsory voting, other institutional factors such as small district size, strong electoral competition, and moderate candidate fragmentation may be similarly effective at mobilizing turnout. In light of gender disparities in political involvement, extant research has examined mechanisms for incorporating ordinary women into politics. We complement this literature by exploring the effect of an overlooked institution theorized to promote political equality by maximizing voter turnout: compulsory voting.
