Juliette Cadiot, La société des voleurs. Propriété et socialisme sous Staline
Juliette Cadiot’s excellent and important new book creatively excavates a crucial but understudied subject in the study of Stalinism: the practice of so-called “theft of socialist property” and its criminalization. In its Stalinist variation, this umbrella term included embezzlement, the pilfering of goods and raw materials from factories and other work places and, most often, the theft of produce from collective farms, all of which were endemic …
The Art of the Bribe
Soviet Entrepreneurs in the Late Socialist Shadow Economy
Supported by new archival material, this article delves deeply into one landmark criminal case to explore key aspects of the social, economic, and cultural history of illegal production and markets in the Soviet 1950s-60s. The goal of the article (and the larger project from which it draws) is to use archival research to shed light on major themes in Soviet history. It touches on three important and promising fields: everyday life under late Sovi…
The Art of the Bribe
Traditions of official corruption inherited from the Soviet and late Imperial eras have continued to touch Russian life since the collapse of the USSR. This study is the first archive-based, historical study of bribery and corruption in the Soviet Union for this period. A study of the solicitation and offering of bribes forms the heart of this research. Bribery ( vziatochnichestvo )—typically defined in law as gifts in cash or in kind intended to…
TRACY MCDONALD. Face to the Village
Recent years have seen a spate of regional studies treating the development of the Soviet village during the New Economic Policy (NEP), on the eve of the Stalinist collectivization of agriculture. Tracy McDonald's book on Riazan province is an excellent contribution to this literature. Her aim is to explore the local reality, to take it as seriously, if not more seriously, than the center—the political actors and central state structures of Mosco…
Thirty Kilos of Pork
Relying on recently opened Soviet justice and party archives, this article explores contested notions of "the bribe" and official corruption in the Late Stalinist USSR (1945-1953). The article highlights the efforts of the rationalizing and modernizing Soviet state to impose its vision of a perfectly professional civil service onto traditional structures that often valued personal relationships between petitioners and officials. While tracing the…

The Art of the Bribe
By drawing on materials in Soviet legal and party archives, James Heinzen explores the phenomenon of bribery in the decade between 1943 and 1953. Bribery, the prototypical type of corruption, enveloped people from all walks of Soviet life. Heinzen examines bribery as a mode of negotiation between common people and officials in the political and social context of late Stalinism, in a time of scarcity, reconstruction, and mass arrests. Discussing t…

Peasants from the plow’ to ‘professors from the plow’
This article focuses on a critical element of early Bolshevik political discourse: the promotion of 'common people' – peasants and workers ‐ into prominent positions in the state and economic apparatuses during the first dozen years of Soviet power. Programmes to bring in industrial workers to leading positions in the Central government in the Soviet Union have been thoroughly investigated by historians. Those to promote peasants have not. By 192…
"Alien" Personnel in the Soviet State
Land policy must be carried out by an apparatus that has not grasped the tasks and ideas of Soviet construction in the countryside and that is riddled with elements that are alien and even hostile to Soviet power.-N. M. Shvernik, section chief, People's Commissariat of Workers' and Peasants' Inspectorate, 1924"Anyone who reads the letters that passed between the Intendants and their superiors or subordinates," wrote Alexis de Tocqueville, "cannot…
