Poverty and the Rise and Fall of the Welfare State in Britain, 1900 to the Present
Poverty in the UK has recently risen to levels and created conditions not seen since c.1900. Then, the poverty revealed in major surveys by Booth and Rowntree created shock and proposals for change leading to the first measures of what became the Welfare State. Then, as now, a major cause of poverty was inadequate pay for precarious work, though another significant cause now is the decline of the Welfare State. State welfare expanded gradually fr…

Angela Davis, Modern Motherhood: Women and Family in England, 1945-2000
Angela Davis examines the experience of motherhood through interviews with 166 women, the oldest born 1912, the youngest 1962, from a variety of backgrounds, self-selected through organisations, or other women's recommendations. All lived, not throughout ‘England’, but in Oxfordshire. Davis claims to explore the specificity of place, though she seems often to generalise beyond Oxfordshire and it is sometimes unclear what is specific to the county…
Sexual Politics: Sexuality, Family Planning and the British Left from the 1880s to the Present Day, by Stephen Brooke
The Labour government of 1966–70 saw the introduction of a remarkable run of liberal legislation—legalising abortion and, in a limited way, homosexuality, reforming divorce, abolishing capital punishment and theatre censorship, and easing access to birth control. Its successors between 1997 and 2010 also had an impressive, all too often unremarked, record, including equalising the age of consent for same-sex with heterosexual relationships, intro…

The Ben Pimlott Memorial Lecture 2011 * The 'Big Society' and the 'Big State: Creative Tension or Crowding Out
Recent political discourse about the ‘Big Society’1 has stimulated thinking among historians and others about the relationship between state and societal action concerning social welfare and other important areas of daily life, past and present. Implicit, sometimes explicit, in the Big Society rhetoric is the assumption that voluntary/philanthropic/community/non-governmental/third sector (the terminology is itself as diverse as this large terrain…
The Politics of Association in Industrial Society
In 1979, Keith Middlemas published a groundbreaking book, Politics in Industrial Society: The Experience of the British System since 1911.1 It has influenced later work by historians less than might have been expected, perhaps because the focus of political historians on formal party politics, which Middlemas sought to challenge, was too resilient and firmly entrenched. Yet, it became clear at a symposium held at the Institute of Historical Resea…
Mortal Coil: A Short History of Living Longer
This is an entertaining, if not very profound, canter through the long history of the obsession with the prolongation of life. It will be an enjoyable read for those unfamiliar with the field but, except on some points of detail, it has less to offer the specialist. It is stronger on the seventeenth century, in which the author is a specialist, than on the more recent past. It begins in the seventeenth century with the sad story of the death of F…

Women, Welfare and Local Politics, 1880-1920: We Might be Trusted
This is an interesting local and biographical study, with a slightly misleadingly comprehensive title and rather marred by a bad-tempered attitude to other historians. Its chief focus is Mary Haslam, born in 1851 into a prominent Unitarian business family in Bolton, Lancashire, later a Poor Law Guardian, activist in a large number of philanthropic and campaigning organisations and founder of a suffrage organisation in the town. Her working diary …
Women and Work Culture: Britain, c.1850-1950
These essays originated in papers to a conference, organised by the editors, which was held in Leeds in 2002. It signals a welcome revival of interest in a variety of aspects of the modern history of work, in a mode that is not narrowly focused upon the economy or the labour movement, while including both. The volume covers a period, from the mid-nineteenth to the mid-twentieth centuries, in which the range and type of paid employment available t…

What difference did the vote make? Women in public and private life in Britain since 1918
This article looks at what has and has not changed in women's lives since they gained the vote. Women are still more prone to poverty than men, especially single mothers and older women, a fact which would have disappointed the suffragists, many of whom saw elimination of poverty as a priority and played a major role in bringing the Welfare State into being. Suffragists did not expect gender equality to follow quickly after getting the vote. They…

Oral History, Memory and Written Tradition: An Introduction
When, in the 1970s, historians of the recent past began seriously to explore the uses of oral history they were, as Alistair Thomson points out in this volume, much criticised for uncritical reliance upon the frailties of human memory. Not all such criticism was misplaced, but, as Thomson describes, the past quarter-century of scepticism and experience has immensely refined the ways in which the method is used and its outcomes interpreted. Yet ma…
The debate on the declining birth-rate in Britain: The ‘menace’ of an ageing population, 1920s–1950s
