이 글은 미나마타병 사건사의 가장 중요한 전환점의 하나인 1995년의 정치적 해결, 즉 ‘화해’의 의미에 대해 고찰한다. “최종적이자 전면적”이라는 슬로건이 잘 표현하고 있듯이, 1995년의 정치적 해결의 결과 “미나마타병은 이제 끝났다”는 인식이 일본 사회에 널리 퍼지게 된다. 하지만 실제로 정치적 해결은 1990년대 초까지 미나마타병 투쟁의 본질이었던 미나마타병 인정과 그 보상/배상의 획득이 아닌 ‘정치적 구제’의 성격을 지니고 있었고, 조건부적 성격의 구제는 필연적으로 또 다른 인정 소송과 투쟁들을 계속해서 낳았다. 이 글에서는 1995년의 정치적 해결이 갖는 의미를 미나마타병 사건사의 맥락에서 복합적으로 고찰하기 위해, 그 전사로서 역사적인 구마모토미나마타병 제1차 소송 전면 승소 판결과 짓소와의 보상협정서 체결 이후 더욱 엄격해진 인정 심사 기준에 따른 미인정환자의 속출, 그리고 인정투…
