  • Current trends, persistent challenges, and emerging opportunities of social policy implementation in Latin America and Southern Europe

Open Access•Ricardo Velázquez Leyer, Viviana Ramirez et al.•ARTICLE•Journal of International and…•2025•References: 23

Implementation represents the most crucial step in the policy process; it is at this stage where the hardest battles for policy success are fought. Implementation is also the most complex of the policy cycle stages, with the largest amount of resources and highest number of actors involved in it. In the realm of social policy, outputs and outcomes determined during the implementation stage have a direct impact on the welfare of the population. Ho…

  • Introduction

Open Access•Ricardo Velázquez Leyer, Viviana Ramirez et al.•ARTICLE•Journal of International and…•2025•References: 4

Research on the implementation of social policy is scant compared to research on other policy stages. Reasons like the lack of the necessary time and resources to conduct implementation research explains such gap. Yet, without research on implementation, it is impossible to reach comprehensive, deep and accurate understandings of the effects of public interventions on the welfare of the population. This article introduces the special issue on the…

  • Complexities of the charitable and philanthropic landscape within Mexico’s children’s hospitals

    Rosa Maria Mendizabal‐Espinosa, Viviana Ramirez•ARTICLE•Medical Humanities•2025•References: 5

In today's Mexico, approximately 50% of children experience multidimensional poverty, with Indigenous children particularly affected; half of them live in extreme poverty and nearly all lack access to social security. The current political landscape threatens to exacerbate these issues. Reductions in public spending and the dismantling of federal child health programmes are likely to further hinder children's development, well-being and health by…

  • Efectos no intencionados del programa Prospera en el bienestar

    Open Access•Viviana Ramirez•ARTICLE•Perfiles Latinoamericanos•2025•References: 29

  • The impact of self-reinforcing and self-undermining policy feedback on Mexican social policy

    Viviana Ramirez, Ricardo Velázquez Leyer•ARTICLE•Policy & Politics•2023•Cited by: 8•References: 12

The conditional cash transfer programme (CCT) for poor families was terminated in Mexico in 2019. CCTs seek to fight poverty under a social investment logic by promoting the formation of human capital through the compliance of behavioural conditionalities. The programme – the first of its kind introduced at national level – accomplished several achievements and was maintained and developed by three successive federal administrations. As the backb…

  • Moving with risk

    Open Access•Roger Few, Viviana Ramirez et al.•ARTICLE•World Development•2021•Cited by: 4•References: 13

The paper examines the processes through which people forced from their homes by conflict can become exposed to heightened risk from environmental hazards in the places where they resettle. It reports on research undertaken with internally displaced people who moved to informal settlements in four locations in Colombia. With one of the world’s largest displaced populations and a high annual incidence of hazard events such as landslides and floods…

  • Relationships in the Implementation of Conditional Cash Transfers

    Open Access•Viviana Ramirez•ARTICLE•Social Policy and Society•2020•Cited by: 1•References: 9

This article explores interactions between the front-line officers and recipients of Oportunidades-Prospera, a conditional cash transfer (CCT) in Mexico. Like other CCTs, Oportunidades-Prospera provided monetary transfers to families with the requirement of following certain conditions, including receiving preventive healthcare and workshops. This produced constant and compulsory physician-recipient interactions. This article examines these throu…

  • Reflexiones en torno al ''exilio

Open Access•Viviana Ramirez, Viviana Alejandra Álvarez Ramírez•ARTICLE•Tensões Mundiais•2018•Cited by: 1

  • CCTs through a wellbeing lens

    Open Access•Viviana Ramirez•ARTICLE•Social Policy and Society•2016•Cited by: 4•References: 12

This article explores the social relationships created in the delivery of conditional cash transfer (CCT) programmes using a wellbeing lens. Most CCTs influence people's lives in overarching terms, including income, health and education. Their implementation process, however, also places policy participants in new and constant interactions with the front-line officers that implement the programmes. Wellbeing scholarship brings to our attention th…
