This article examines the emerging pattern of 19th-century warfare against the backdrop of Modernity’s expressed optimism regarding social and economic progress. The author argues that in the modern period western countries have been insufficiently conscious of the consequences of weapons of mass destruction and of their own involvement in acts of mass violence. It aims to widen the scope of the theoretical discussion, to stipulate a more specific target for criticism and to clarify why the issues under scrutiny are so important

Gerald Segal's paper is an attempt at a scathing indictment of my analysis of some of the dilemmas and contradictions inherent in strategic studies. By way of a riposte I shall deal with the general and specific points which Segal makes, but more significantly I will show that he ignores the most fundamental arguments advanced in my paper
